(1) The registered provider did not ensure a person trained in first aid responder (FAR) was available to the children at all times during the operating hours of the service. On the day of the inspection there was no staff member present who held a valid FAR certificate. It is acknowledged there was a person present with an expired certificate. This was a non-compliance on the previous inspection. The preventative action was not maintained in line with the information provided to the inspectorate following the last inspection
(a) (b) A suitably equipped first aid box was not available. A review of the available first aid boxes showed there was no burn dressings available. A suitably equipped first aid box including two burn dressings should be available at all times to support the care and safety of children attending the service

Provider's corrective action:

(1) Two staff have been registered to complete FAR over the summer months. Management will review for when this needs to be renewed. (2) (a)(b) Burn dressings were purchased for the first aid box. Management will ensure all equipment is available in the first aid box each month

A second staff member is now FAR qualified. The service stated they were unaware that if a staff member who is FAR qualified is sick for a day that another staff member is required to have FAR. This has been rectified now, and two staff members have FAR. In addition, the service plan for a third staff member to complete FAR to ensure they are compliant if other staff with FAR are absent

Going forward if our FAR staff member is unavailable to attend work we will ensure she is replaced by another FAR certified staff member. We are also going to send more staff for FAR training. (2) The out-of-date burn dressings were removed from the first aid box and replaced with new ones. Management carried out a full audit on all our first aid boxes to ensure we have adequate supplies and that everything in them is in date

(2)(a) A first aid box was available in the Blue Room and the Toddler Room however it was difficult to access due to both boxes being tied with a tight string, this could delay staff in providing timely first aid to children. (b) In the Blue Room however, it did not contain sufficient first aid materials, for example adhesive plasters, wound dressings and sterile eye pads. If adequate first aid materials are not available, staff may not be able to respond promptly to an accident or injuries

Provider's corrective action:

Corrective Action (2)(a) The string securing the first aid boxes in the Blue room and Toddler Room was removed immediately. Both first aid boxes are now easily accessible to staff while remaining safely stored out of children’s reach. (b) Both first aid boxes in the Blue Room were immediately checked following the inspection. All required items (plasters, wound dressings, sterile eye pads, etc.) were confirmed to be present and in date. No shortages were identified. Preventive Action (2)(a) Staff have been reminded that first aid equipment must be easily accessible at all times in case of emergency. The manager will carry out regular audits to ensure compliance and that first aid boxes remain accessible and fully stocked. (b) Both first aid boxes have been clearly labelled and are stored in designated, easily accessible and visible locations within the Blue Room. A monthly stock checklist is in place to ensure all items are checked, fully stocked, and signed off by staff. Staff have been reminded and briefed that all first aid storage locations must be presented during inspections to ensure full transparency and compliance

This should not have been the case and due to staff shortage, it has been difficult and will not happen again. Due to staff illness, the First Aid Responder (FAR) Training was postponed to 13 January 2026, however a staff member with in date FAR Training has agreed to be on the premises until the FAR Training is complete

(1) The registered provider did not ensure that an adequate number of staff trained in First Aid Response (FAR) or Paediatric First Aid was available on the premises at all times throughout the opening hours of the service. A person trained in first aid is required on the premises at all times. An Immediate Action Notice was issued to the registered provider. (2) (a) There was expired antibacterial antiseptic gel and hydrogel stored in the first aid kit. This posed a risk that if administered the antiseptic gel and hydrogel may not provide the required effect

Provider's corrective action:

Corrective Action (1) Three staff members successfully completed the First Aid Response (FAR) course on 29 October 2025. Copies of their FAR certificates have been forwarded to the inspector. This ensures that an adequate number of FAR- trained staff are always now present on the premises throughout the service’s operating hours, thereby addressing the non-compliance and meeting the required regulatory standard. (2)(a) As the regulations do not require antiseptic gels or hydrogels to be included in the first aid box, these were surplus to requirement and removed and disposed of immediately. Preventive Action (1) To prevent recurrence, the following action will be taken. Staff files will be reviewed annually to ensure all certificates and Garda vetting disclosures are up to date. (2)(a) The manager will continue to check the first-aid kit monthly to ensure all items are within their expiry dates. Only items recommended under the Early Years Services Regulations and HSE will be included in the First Aid Kit

In future renewals will be scheduled at least four weeks in advance of any lapse. Should the budget allow FAR will be offered to every staff member. (1) The registered provider did not ensure that a person trained in First Aid Responder (FAR) was available to the children attending the service at all times. On the day of the inspection children were in attendance from 7.30am, however a staff member with FAR did not start until 8.30am. Following the previous inspection in July 2024 the registered provider had obtained First Aid Responder (FAR) training for a current staff member. However, on review of the service roster on the week of inspection and on discussion with staff it was observed that a staff member with in date FAR certification was not available to the children during the operation of the service from 7.30am to 6.00pm daily. It is acknolwedged that staff working with the children held in date paediatric first aid with an expiry date of 29 January 2026

There was no adult trained in First Aid Responder (FAR) training or paediatric first aid available to the children on the day of inspection. An immediate action notice was issued to the registered provider following the inspection on the 10 th June 2024 in relation to Regulation 25(1)

The registered provider stated they intend to close the service from the end of June and therefore training a staff member was not feasible

(1) Manager/Assistant Manager will make sure that every day a staff member trained in First Aid Response is available to the children. The Staff Rota will be checked on the weekly basis to ensure that staff trained in FAR available for children from 7.30am-6.00pm. This action will be monitored by Manager/Assistant Manager. Summary Comment The corrective and preventive actions proposed by the registered provider are sufficient to address the non- compliance under Regulation 25

In response to the non-compliance the service has stated that the roster was changed so that there will be a member of staff with FAR training as well as someone with Paediatric First Aid on-site for the hour of 8am to 9am. In addition, four staff have been enrolled to the First Aid Responder course on top of their Paediatric First Aid courses. This is to ensure that in the event someone is out there will be cover for the hour in the mornings and at all times throughout the day
