The Rower Pre-School, Kilkenny · Regulation 25 — First aid
- There was only one staff member trained in a first aid responder course employed in the service. This number was not sufficient to cover the roster in the service. Preschool services are required to have a staff member trained in a first aid responder course available to the children attending the service at all times
Provider's corrective action:
- The registered provider has planned to reserve a place on the next available first aid responder course with the services regular provider when a space becomes available. The registered provider will ensure there are two staff members qualified in a first aid responder course when the service reopens in September 2026

- There was only one staff member trained in a first Aid Responder course working in the service. When this person was not on duty, there would be no person available to cover the roster in the service. Preschool services are required to have a person trained in first aid responder course available to the children at all times
Provider's corrective action:
- One more staff member has reserved a place on the next training course to complete a first aid responder course locally. This training is due to be completed in March 2026. The registered provider plans to reserve places for two more staff member to complete training in the next calendar year

- (1) An immediate action notice was issued to the registered provider on 1 December 2025 regarding non- compliances identified under this regulation. The registered provider submitted a response to the office of the Early Years Inspectorate on 2 December 2025 to demonstrate the actions taken to correct the non- compliances immediately. The registered provider stated that a staff member from the sister service would work directly with the children until all staff had completed the first aid responder course booked for the following month

Clever Cats Childcare, Inistioge · Regulation 25 — First aid
- On review of the staff roster in the service the inspector noted there was no staff member trained in a first aid responder course immediately available to the children on two mornings between the hours of 07:45 and 09:00 while there were children in the service. This non-compliance has been found on previous inspections. Despite a submission of a corrective and preventative response following these inspections it has not prevented the same non-compliance again on this inspection
Provider's corrective action:
- An additional two staff members have been booked to complete a First Aid Responder course in October 25. There will be a total of five staff trained in a first aid responder course working in the service on completion of this course

- (1) There were eight staff members employed in the service whose certification in first aid responder (FAR) training had expired in February and April 2025. It is acknowledged that the registered provider provided evidence that FAR training had been booked for 8 staff members over the month of August
Provider's corrective action:
- Far Training took place over three days (20/09/2025, 27/09/2025 and 04/10/2025). 8 Staff took part in this training. We have been advised by the provider of this training who were Pulse 8 that certs will not be emailed to participating staff for another two weeks. Once I have received the certs I will forward them to my Preschool Inspector. A one-day refresher training will be organised every two years so certification will not run out of date in the future. A note of this date has been recorded by our HR Department

- (1) While it was observed on review of the staff files that the registered provider had accredited first aid responder (FAR) training, there was no other staff member trained in first aid responder training employed in the service. The staff roster did not demonstrate that there were additional staff trained in FAR to provide cover, in the event that the registered provider was on leave
Provider's corrective action:
- The registered provider has submitted the following response. Corrective and Preventive Action As required and clarified with our local CCC, for people trained with first aid responder, at least one person must be trained in first aid responder is available to the children while the service is in operation. As stated in the report the registered provider is FAR trained and lives on the premises. This person is always on the premises during hours of operation. There are also other members of staff with additional first aid training on site. The service can provide FAR training for another member of staff for the unlikelihood of the registered provider not been on site

Eden Childcare Kilkenny, Kilkenny · Regulation 25 — First aid
- There was no person trained in a first aid responder course available to the children on the morning of the inspection. The staff member trained in a first aid responder course arrived at the service at 12:30 on the day of the inspection. It is acknowledged that eight staff had training in pediatric first aid. The national standard requires that children attending a preschool service have access to a person trained in a first aid responder course at all times
Provider's corrective action:
- Three members of staff are due to attend a First Aid Responder course in March 2025. The registered provider will ensure compliance going forward by including a check list in the staff files of when the staff members First Aid Responder course expires and is due for renewal

Kells Community Childcare Centre, Kells · Regulation 25 — First aid
- There was no person available to the children who was trained in a first aid responder course in the service on the day of inspection. It is acknowledged that the manager responded promptly to the non-compliance found on the day of inspection. Evidence that a staff member had completed a FAR course was received by the inspector on 24 June 2024

- The service will ensure there is a person always trained in a First aid responder course available to the children attending the service going forward

- (1) There was no person trained in a first aid responder course available to the children attending the service. An immediate action notice was issued to the registered provider on the day of inspection requesting them to address this issue
Provider's corrective action:
- The registered provider is now trained in a first aid responder course and is available to the children at all times when the service is in operation. The registered provider is planning to book more staff to attend a first aid responder course

- A further two staff have been enrolled in a first aid responder course for children. Both courses will be concluded by 17 April 2024
