- (c) 1. There was no natural or mechanical ventilation in the sanitary accommodation attached to the turtle room. 2. There was no natural or mechanical ventilation in the sanitary accommodation located on the main corridor of the service consisting of nappy changing, two water closet facilities for use by children and staff sanitary accommodation. (e) 1. There were an insufficient number of wash hand basins available in the sanitary accommodation in respect of the fifty-one children the service is registered to accommodate. A cubicle containing a wash hand basin with an additional water closet was “out of order” with signage displayed
Provider's corrective action:
- (c) 1. The registered provider stated in response that mechanical ventilation has been installed in the sanitary accommodation in the turtle room. (Photograph included) 2. The registered provider stated in response that natural ventilation will be installed in the main sanitary area. This installation will take place by September 7th, 2026. (Quotation included) (e) The registered provider stated in response that the service now has five wash hand basins for children in respect of the fifty-one children the service is registered to accommodate. An extra wash hand basin has been installed in the toilet block. There is one wash hand basin in the turtle sanitary area, three wash hand basins in the toilet block for children and one wash hand basin in the butterfly sanitary toilet totalling five wash hand basins for children, all in working order. (Photograph included) All wash hand basin will be checked during risk assessments to make sure they are in working order. Steps for children will be provided at all sinks for the children. Summary Comment In respect of corrective actions taken to date photographic and documentary evidence was submitted to the office of the Early Years Inspectorate reviewed by the Early Years Inspector and deemed to meet regulatory compliance. The proposed actions in respect of ventilation installation will meet the regulatory requirement upon completion in respect of (c) point 2 but remains outstanding until the evidence of works completed is submitted by September 7th, 2026

- The registered provider did not submit a change in circumstance to inform TUSLA that the operating hours of the service and the mobile telephone number of the registered provider had changed
Provider's corrective action:
- The person in charge stated in the response that a change in circumstances application was submitted and subsequently approved by Tusla on 29/04/26 to change the operational hours of the service and the mobile phone number of the registered provider. A change checklist has been established to prevent reoccurrence and all changes will be recorded and a change in circumstances will be submitted to Tusla before any changes will be made. (Approval email included) Summary Comment In respect of the corrective actions taken documentary evidence was submitted to the office of the Early Years Inspectorate, reviewed by the Early Years Inspector and deemed to meet the regulatory requirement. - (d) 1. The floor covering in pre-school room one required replacement as sections of the floor covering were torn and stuck down with pieces of household tape as part of a temporary repair effort. 2. The floor covering in the sanitary accommodation adjacent to pre-school room two required replacement. Sections of the floor covering in the area around the toilet bowl were stained with dark spots and black marks ingrained in the material of the vinyl floor covering. (e) 1. The room used for nappy changing adjacent to pre-school room two did not provide adequate or suitable sanitary facilities due to the following: • There was no ventilation provided in the room. • There was no wash hand basin provided in the room. • The floor of the room was cluttered with sweeping brushes, an extension lead and play equipment and materials. • The overhead shelving units in the room were cluttered with open and overflowing baskets filled with sundry items, Christmas decorations and the personal belongings of staff
Provider's corrective action:
- (d) The person in charge stated in the response that: 1. A quotation for the replacement of the flooring covering has been received and funding has been applied for. The work will be completed by 14/08/26. Regular maintenance checks are to be completed as well as a list of upgrades as they are discovered. The list will be listed from most to least concerning. The relevant staff member will use the sink adjacent to the preschool room for hand washing while another staff member observes the child. The area has been given a sanitary health and safety checklist to ensure the area remains tidy and clutter free. (Quotation and health and safety checklist included) Summary Comment In respect of corrective actions taken to date photographic and documentary evidence was submitted to the office of the Early Years Inspectorate reviewed by the Early Years Inspector and deemed to meet regulatory compliance. - (c) The room temperature in ECCE 1 at 2.57pm was recorded as 24.7°C which is above the required temperature range of 18°CC to 22°C. (d) The tiled wall underneath the sink unit in the ECCE 1 sanitary accommodation was stained and required deep cleaning or replacing of the tiles. The sink unit in the ECCE 1 sanitary accommodation was broken and had exposed edging of the vinyl wood, making it difficult to effectively clean

- (c) Radiator temperature thermostats were fitted by a plumber onto radiators. Staff will check room temperatures regularly. (d) A new sink unit has been fitted in the ECCE 1 sanitary accommodation. Tiles have been cleaned. Staff have been spoken to regarding the importance of cleaning all sanitary units daily. New cleaning checklist has been put in place

- (c) Although mechanical ventilation was provided in the nappy change and sanitary accommodation in the Chicks room, the air was stale and malodourous

- The nappy bins in the Chicks room will be changed every two hours to prevent the air becoming stale and Malodourous. Staff will regularly check bins. Summary Comment The inspector has reviewed the corrective and preventive actions taken and evidence submitted. The non- compliance identified under Regulation 29 (c) has been adequately addressed

- (e) 1. In the sanitary accommodation adjacent to the Purple Ants and Beetle rooms the taps at the wash hand basins were not suitable. The “push tap” mechanism in place was difficult for the children to manage independently and the water pressure was insufficient to support good handwashing technique

- (e) 1. The person in charge stated in the response that the taps were replaced with lever taps which improved the accessibility and water pressure. (Photograph included). Summary Comment In respect of the corrective actions taken documentary evidence was submitted to the office of the Early Years Inspectorate, reviewed by the Early Years Inspector and deemed to meet the regulatory requirement. The practices as stated will be reviewed on the next inspection

- (c) Two of the three light fittings in the children’s sanitary accommodation were not operational to provide adequate artificial light to the sanitary accommodation area. (e) 1. A required second wash hand basin was not available in the children’s sanitary accommodation. 2. The water at the existing wash hand basin in the children’s sanitary accommodation was not thermostatically controlled. No warm water was available
Provider's corrective action:
- (c) The two light bulbs and fittings were replaced and are now operational. (Photographs included). The service has now set up a maintenance log to ensure that these issues are logged and resolved in a timely manner and all staff have been shown this logbook. The registered provider will also run checks on a weekly basis for maintenance issues. (e) 1. The old wash hand basin has been replaced with two new wash hand basins with leaver taps and steps for the children. (Photographs included). 2. The undersink water heater installed was serviced and set to the appropriate temperature by our plumber. It is now working effectively. (Photographs included). The service will ensure that the unit is serviced regularly and have introduced a daily water temperature check to ensure that the correct water temperature is maintained. Summary Comment In respect of the corrective actions taken documentary and photographic evidence was submitted to the office of the Early Years Inspectorate, reviewed by the Early Years Inspector and deemed to meet the regulatory requirement

- (d) The flooring in the Sun room sanitary accommodation was torn and coming away from the edges leaving large gaps in the flooring. This cannot be cleaned effectively; a build-up of dirt and debris were observed in the exposed parts

- Corrective Action The registered provider arranged for the flooring in the Sun room sanitary accommodation to be replaced with safe, hygienic, non-slip vinyl. Date of repair to be advised, as soon as a tradesman is available to attend. Preventive Action Maintenance checklist updated to highlight wear and tear. Quarterly maintenance walk through introduced. Summary Comment The inspector has reviewed the corrective and preventive actions proposed. The non-compliance identified under Regulation 29 (d) remains outstanding until the maintenance work has been completed

- (d) 1. A toilet in the sanitary accommodation in the blue room had a large hole on the right-hand side of the cistern. 2. A light fitting was not in place and an exposed bulb was noted in the sanitary accommodation of the blue room which posed potential risk of harm if a bulb shattered. 3. The carpet on two steps of the stairs of the play unit in the red room was ripped and required repair. 4. The surface layer of the children’s couch in the red room was worn and required replacement. 5. The large table in the red room had worn edges and required repair and painting. 6. The play units in the red room had missing surface strips and required replacement and painting. 7. The wooden ‘’buddy bench’’ in the outdoor play area required painting
