- (d) There were low sized couches in the outdoor area. The couches were torn at the side and open to the rain and elements. The sponge filling in the couches was wet from the rain. The couches needed to be replaced

- (d) The service required cleaning, repair and general maintenance, the following was observed: 1. The outdoor play area was unkempt and lacked invitations to play. For example: • The resource of the outdoor classroom was not used to its full potential. There were large boxes stored in the area impeding the children’s free movement and enjoyment of the room. • There was a couch which was worn, torn and grubby and needed to be replaced. • The area had limited resources for children to play. For example, the mud kitchen had limited equipment for the children to play with. • There was an adult sized bench with broken shards of plastic on the arm rests. 2. There were several repairs required in the service: • There was a picnic bench for children broken up in pieces lying against the wall beside the door out to the area. • A child was observed on a small tractor with no seat on it as it was broken. • There was a large planter unit to the side of the area with two overgrown and rotting plants in the unit. One of the plants had fallen through the piece of furniture and it was on the concrete. • Old and broken toys were thrown up on to the roof of the storage unit used to store the toys in the outdoor area. • The door handle to the sleep room from the toddler room was broken and therefore the sleep room was not accessible for staff. Staff were required to access the sleep room from the main hallway. • A number of hand towel dispensers were broken in the service. The service required cleaning and upkeep: • A dustpan and brush full of debris and dirt was propped against the wall beside the playroom door to the garden and accessible to children. • Within the wobbler room there was dust, cobwebs and build up observed in the corners. • The preschool walls and skirting boards were visibly marked, dirty and had scuffed and peeling paint. • In the entrance hall there was dust and cobwebs evident and paint on the walls was scuffed and marked
Provider's corrective action:
- The service has contacted an outside agency to advise on how to continue to develop the outdoor play area. A horticulturist has been employed to upgrade the planting in the garden area. The outdoor area will continue to be reviewed and developed in the service in consultation with the staff during staff meetings. All worn and damaged toys have been removed from the outdoor classroom and outdoor play area. The classroom has been cleared and is now set up for the play and enjoyment of the children
- All broken equipment has been removed from the outdoor area. The large plantar has been emptied of soil. The door handle has been repaired. The hand towel dispensers and soap dispensers have been replaced. A contract cleaning company has carried out a deep cleaning in the service since the inspection. This service has been contracted to carry out regular scheduled deep cleaning in the service going forward

Marbles Creche, Kilkenny · Regulation 29 — Premises
- 1(c) The Montessori room was on the first floor of the service. One of the openable windows in the room was kept closed on the day of inspection. Staff who spoke to the inspector said it was kept closed as there were no restrictive openings on the window and if opened would pose a risk to the children in the room. The room was observed to be stuffy on the day of inspection while the children were present in the room. The temperature of preschool rooms was required to be maintained between 180C and 220C. The temperature in the Montessori room was recorded as consistently high on the afternoon of the inspection. 13:00 24.90C 14:40 27.40C 16:00 25.60C It is acknowledged staff were taking all reasonable measures to reduce the temperature in the room by opening available windows and bringing the children outside to play in a shaded tent in the outdoor play area. 1(d) The laminate wood around the nappy changing unit was chipped worn and needed to be replaced
Provider's corrective action:
- 1(c) The staff will continue to monitor the room temperatures in the service especially during warm weather. The window has been repaired and can be opened to allow for ventilation. 1(d) The laminate wood surrounding the nappy changing unit has been replaced to allow for efficient cleaning of the nappy changing unit

- (c) The inspector recorded high temperatures ranging from 22° to 26°C throughout the service throughout the day. The outside temperature was recorded as 21°C. It is acknowledged that where possible staff used fans to circulate air and cool the environment with limited success and the recommended classroom temperatures of 18 -22°C was not maintained. (d) The flooring on the stairs coming from the bathrooms in the Sunflower classroom had been removed and had not been replaced
Provider's corrective action:
- Room Temperature: As advised on the day of inspection we have been in contact with an Air Conditioning and Refrigeration contractor, who have visited the premises and given us a quote to install air conditioning throughout the building. For financial reasons we have decided to install this system on a room-by-room basis over a period of approx. 2 years. We will start with the largest room which has a lot of glass and is the hardest room to keep cool during the summer and warm during the winter. In two years (due to the high cost of the system) we hope to have the entire building completed. Flooring in Sunflower Room: The entire flooring in this room has been replaced. Daily room temperature checks are carried out to ensure that rooms are kept to the required temperatures. Weekly room inspections are carried out to help record maintenance concerns in the building which are then reported to management so repairs can be organised

- (c) The sanitary area and nappy changing area in the Little Stars room was not adequately heated. It measured as 13.9°Celcius at 12.40pm. (d) There was black staining on the walls in the Shooting Stars sanitary area as follows: i. Black staining was evident on the walls of the sanitary area. It is noted that the registered provider outlined that planned works were commencing in due course. ii. Black staining was evident on one of the sinks on the surface area between the splashback and sink unit
Provider's corrective action:
- (c) On the day of inspection, both the heater was on and the window was opened for ventilation for a short period of time. The registered provider was made aware of the temperature and has added a thermometer in the nappy area to make sure it is at the right temperature at all times throughout the day. (d) The service has completed the works on both sanitary areas. The wall was treated with a mould prevention treatment before PVC tiles were applied
