- (c)The room temperatures recorded in the Toddler and Little Einstein rooms were not within the required temperature ranges. The temperature recorded in the Little Einstein room was recorded as 24.6oC at 12.50pm and 24.7oC in the Toddler room at 11.45am
Provider's corrective action:
- Additional air conditioning units have been purchased for the periods where there is a sudden increase in temperature

Happy Hands Creche, Naas · Regulation 29 — Premises
- (d) 1. There was no storage available for the art and craft supplies observed in the nappy change area located between Rainbow and Sunshine rooms. 2. The floor in the nappy change area was not maintained in a clean and hygienic condition; there was a build up of dirt and debris noted in the corners and around the nappy change unit and a low-level locker unit. 3. The top of the nappy change unit required cleaning as it was observed with a build-up of dirt and dust along the edges. 4. The top on the wooden radiator covers in Rainbow room and Sunshine room had become detached from their fixings and required repair. 5. There was no storage or coat hangers provided in Sunshine room; children’s coats and belongings were observed strewn on the floor and on top of the covered (empty) water tray. 6. One of the three toilets in the main sanitary area was not available for use as it was broken and required repair
Provider's corrective action:
- Corrective Action 1. All art and craft materials were removed from the nappy changing area immediately and placed into the newly provided storage unit. 2/3. The nappy changing area and unit were cleaned immediately and thoroughly, including corners and around all units. New cleaners have now been engaged to ensure a higher standard of cleanliness is maintained. 4. The detached radiator cover tops were repaired and securely reattached without delay. Additional checks were carried out on all radiator covers within the service to ensure no further issues were present. 5. Children’s coats and belongings were removed from the floor and water tray area immediately to ensure the area was safe and tidy. Coat hangers and appropriate storage have been ordered to provide designated spaces for children’s belongings and will be installed April 20th. 6. The broken toilet was repaired without delay and returned to full working order. Preventive Action 1/2/3/4/5/6. These matters were discussed at a staff meeting and a cleaning rota has been introduced. The nappy changing area, radiator covers, toilet facilities and storage areas have been included in daily room risk assessments and management will carry out weekly checks to ensure the area remains compliant and appropriately organised. Staff have been reminded to report any maintenance issues immediately to management. A maintenance log system will be used to track repairs from identification through to completion

- 1. The children’s sanitary accommodation located in the hallway of the service was not cleaned or repaired as follows: • The linoleum covering on the floor was lifting in parts and could not be cleaned effectively. • There was evidence of damp and mould growth behind all three toilets. • The lacquer surface at the sinks was missing exposing porous damp wood which had expanded. This cannot be cleaned effectively
Provider's corrective action:
- The linoleum covering on the floor in the children’s sanitary accommodation has now been replaced. The wall behind the three toilets has been treated and painted. The wood under the sink has been replaced and painted. The children’s sanitary accommodation will be checked as part of our daily checks to ensure that any needed repairs are identified and addressed promptly

- (c) There were black patches observed on the external wall of one of the two toilet cubicles used by the children from the Red room indicative of mould growth. This can be caused by issues with heating/insulation/ventilation and could pose a health risk to the children by triggering respiratory issues. (d) The registered provider did not ensure the premises was adequately, cleaned, maintained and repaired as outlined below. 1. A build-up of dust and grime was observed at the edges of floors in the pre-school rooms and sanitary facilities indicating inadequate cleaning procedures and posing a risk to infection control. 2. One of the taps on a sink in the sanitary area used by children in the Blue room was loose and could not be turned on. This could compromise children’s handwashing. 3. The surface of the cupboards under the sink in the sanitary area used by children from the Blue room was significantly rusted. The painted surface was also peeling and could not be adequately cleaned. 4. There were a number of holes on the wall outside the toilet cubicle used by children from the Blue room, making the surface difficult to clean. 5. The paper towel dispenser in the sanitary facility used by children in the Red room had been repaired with an extensive amount of sticky tape on the surface, making it difficult to clean
Provider's corrective action:
- (c) The toilet in the Red room has been painted and treated with mildew paint. This painting will be done each year or sooner if needed to prevent this mildew build up. (d) 1. All bathrooms have been thoroughly cleaned and any dust etc. has been removed. As part of the cleaning schedule the bathrooms will be cleaned thoroughly daily. 2. The tap in the Blue room has been brought to the attention of the landlord. The service is waiting for a date for them to replace it. The service will ensure all taps are in working order. 3. The surface under the sinks in the Blue room has been treated and covered to allow for a cleaner surface. If this new covering gets damaged it will be replaced. 4. The holes in this wall have been filled and a covering has been put up to allow for a cleaner finish. The service will ensure this surface is kept clean and replace if necessary. 5. A new paper towel dispenser has been erected to replace the old one. The service will replace the dispensers if they break as soon as possible

- (d) The outdoor garden/play area had not been maintained and was not a pleasant space for children to play in as observed by the following condition the area was found in: • There was no grassed surface as it had worn away to the level of the clay surface and only areas of weeds remained. • The bark surface had worn away in another area of the garden and had not been replenished exposing the polythene under sheet as the play surface. • The canopied seating had an overgrowth of weeds both on the inside and around the outside of the structure. • The wooden bus/train structure had not been maintained; the paint had worn away and some of the seats on the wooden chairs had deteriorated and rotted away. Weeds were also accumulating around the structure. • The wooden lid for the sand box had not been replaced following its removal due to deterioration; as a result, this was not in use and had no play value for the children. • There was no evidence that regular garden maintenance had been implemented despite assurances given by the registered provider, following a regulatory compliance meeting held 7 August 2024, that a contract was being put in place for garden maintenance going forward
Provider's corrective action:
- Corrective Action (d) Weeds have been cleared. The polythene sheeting has been removed. Weeds have been removed both in and out of the canopy. The wooden bus has been maintained. The wooden sand box lid has been fixed. Preventive Action We are planning to do a complete redesign of the garden and it will be complete by the end of December as we have plans been prepared and then we will go to tender

Happy Days Community Childcare CLG, Athy · Regulation 29 — Premises
- (c) • There was a noticeable malodour in the ladybird sanitary accommodation. Although there was mechanical ventilation present it did not appear to be in working order. • A strong malodour was present in one of the nappy changing areas. This area was contained in an internal area within the service with no means of ventilation. (d) The service was not cleaned or maintained and repaired as follows: • The service required a deep clean. There was dust and debris observed on the skirting boards throughout the service. Cobwebs were observed in the Bluebell room. • Walls in a number of care rooms were heavily stained and marked and contained chips and holes and required painting. • An area of flooring at the entrance to the Rainbow room was missing and contained dirt and dust particles. • The impact absorbing surface in the outdoor area contained tears and rips which was a trip hazard risk. • The wooden caterpillar train in the outdoor area was observed to be in a state of disrepair. Wood and paint were chipping off and protective covers on the wheels were cracked and broken. • Two lights in the Bumblebees room and one light in Butterfly room did not contain bulbs affecting the lighting in the room
Provider's corrective action:
- (c) • We have sent an email to an electrical company, and we are waiting on them to schedule in a visit. An update will be sent as soon as the vents are fixed. We will be risk assessing the rooms daily and any vent that is not working we will schedule for it to be repaired. • No corrective or preventive actions submitted. (d) • The service manager met with the cleaning team and rescheduled their shift pattern to facilitate the deep cleans 5pm - 9pm is now the new schedule shift pattern of the cleaning staff which means there will be plenty of time to do all areas effectively when no children are not in the service. • Walls in the care rooms have been scheduled in for cleaning and a fresh paint. This will take place over the next 4 weeks for each room, as each room is painted pictures will be submitted and sent to the inspector. • A carpenter will replace the wood that is missing. • We have ordered the surface material from amazon to fix the absorbing surface. • The wooden caterpillar train is being removed. We will look at the surface once removed and decide on the best possible approach once it is completed. • We have bought the bulbs to fit the lights, but we need an electrician to fit them as they are specialised bulbs

- (c) The registered provider did not ensure that parts of the premises were adequately heated ventilated on the day of inspection as outlined below; 1. The inspector observed that there was mould growth/spores visible in both the Caterpillar and Cocoon rooms. Mould growth was observed that there was significant mould growth on the walls, ceilings, and around the window frames in the Caterpillar room and around the window frames in the Cocoon room. Significant mould spores were observed in both toilet 1 and 2 in the Caterpillar room on the walls. 2. A damp malodour was noted throughout the day of inspection in the entrance hall, the Caterpillar room, the sanitary accommodation in the Caterpillar room and the Cocoon room. 3. The room temperature recorded in the Caterpillar room at 9.44am was 16.5oC which is below the required temperature range of 18oC-22oC. 4. The room temperature recorded in the Cocoon room at 10.43am was 16.9oC which is below the required temperature range of 18oC-22oC
Provider's corrective action:
- 1. All mould growth was cleaned on the walls, ceilings and around the window frames within the Caterpillar Room with specific mould cleaner. All of these areas were painted with mould resistant paint and repainted with magnolia as per the wall colour of the room. All mould growth was cleaned around the window frames within the Cocoon Room with specific mould cleaner. All mould growth was cleaned upon the walls within toilet 1 & 2 in the caterpillar room with specific mould cleaner. All of these areas were painted with mould resistant paint and repainted with magnolia as per the wall colour of the room. A thorough check of all of these areas for any further mould growth was carried out which thankfully did not identify any new growth. This has been added to our daily risk assessment of each area within the building for the checking of mould and also ventilation. 2. Deep clean of all areas Caterpillar Room, Cocoon Room and sanitary areas alongside daily ventilation through the opening of windows, ventilation has been added to our daily risk assessment of all areas. 3. and 4. Thermometers were purchased for each care room to ensure that correct temperatures are maintained at all times throughout the building. - 1. The cabin used by the children for toileting and nappy changing when outdoors was not adequately cleaned, maintained or repaired as outlined below: (a) The wooden door to the cabin was extensively worn and warped and could not be easily closed. (b) The wallpaper was peeling in areas and there were visible patches of black spots indicative of damp. (c) There was a build-up of dust, debris, cobwebs and dead insects on the floor and windowsill. 2. The sanitary area used by children in the Little Clouds room had not been adequately cleaned. Inspectors observed a build-up of dust and debris on the floor of the toilet area on the morning of the inspection. 3. There was no warm water available for adequate handwashing in the Little Clouds sanitary facility or the cabin used by children for toileting and nappy changing when outdoors
Provider's corrective action:
- (a) The door has been repaired and now operates easily. (b) The wallpaper has been replenished. The roof has been repaired. (c) The room was cleaned and sanitised immediately after the inspection. 2. The room was cleaned and sanitised immediately after the inspection. The cleaning schedule has been revised and has been agreed with staff. 3. The hot water was not turned on the morning of the inspection. This has been added to the checklist for morning duties

- (c) 1. Six of the sixteen ceiling lights in the care room were not working. (d) 2. Two of the six lights which were not working did not have a protective cover fitted
Provider's corrective action:
- (c ) 1. An Electrician replaced the 6 ceiling lights in the classroom on Friday 10th October. All ceiling lights are working. Please note the registered provider had requested the management to replace the bulbs on several occasions explaining the necessity. There are spare bulbs in stock if lights need replacing and they will be replaced immediately. (d) 2. Electrician has replaced the light covers on the two ceiling lights. There are spare light covers in stock should we need them in future

- (d) Sunhouse room – 1 Elm Park building. 1. There was evidence of water stain marking on the posterior wall above the patio door , mould and peeling paintwork on the left-hand side wall at the side of the patio door frame. 2. There was also fungal like growth observed on the upper left side of the patio door frame along the juncture of the frame and wall. 3. There was green discolouration observed on the covers of the two fluorescent lights in the part of the room. 38 Maynooth road building. 4. There were 4 uncovered circular holes observed on the external walls and were drilled through to the internal rooms. The holes were installed for the air conditioning units located in Beehive care room, Cubs Cave room and Lions Loft room . The holes were uncovered , unfinished and the air conditioning venting tubing was not sealed in place
Provider's corrective action:
- (d) Sunhouse room – 1 Elm Park building. 1. We sprayed the walls with anti mould spray, washed thoroughly, and applied one coat of anti mould paint together with two coats of silk emulsion paint. The reason for the dampness was due to being unable to waterproof the new roof fully because of the continuous rain over the last few months we were unable to get it dry enough to complete the fibreglass roof. We have now completed the roof with additional fibreglass and matting coating over the entire roof. This has been completed with 2 coats of top coat f ibreglass resin. We expect there will be no further problems with water ingress. 2. The wall has been thoroughly cleaned, sprayed, and painted with anti mould paint and emulsion finish. 3. The covers of the two fluorescent lights were removed and was cleaned thoroughly. One of the lights was replaced completely with a new fitting. 38 Maynooth road building. 4. Those holes were drilled for the new air conditioning units. The flexible ducting and exterior vents have now been fitted. The air conditioning units are now completed. As above we have completed the ducting and external air vents on the air conditioning units. There should be no further problems , and the air conditioning units assist in the rooms having a constant regulated temperature all year round
