- The children did not have free access to their drinks in the care room throughout the day
Provider's corrective action:
- A drink bottle was purchased for each child in our session. They are labelled individually with the child’s picture so every child is using their own bottle for the course of the day. The catering assistant has been asked to wash the bottles each afternoon and refill them first thing each morning so water is available for the children all during their session. The person in charge has added a check of Water Station to the daily room checklist, completed three times daily. Risk assessment checked each week by manager to ensure correct completion

- 1. Three children aged between 10 and 15 months from the Baby Room were observed to be fed lying back in bouncy chairs. This is an inappropriate practice for feeding children of this age. It was further noted that there were highchairs available for feeding the children in the service. 2. One child was observed to climb over the 3 bouncy chairs which were lined up at the wall denying access to the wall mounted caterpillar. The child was lifted away instead of the bouncy chairs being removed to allow the child access to their chosen activity
Provider's corrective action:
- The registered provider stated 1. Going forward all staff are to be made aware of children’s stage of development and to encourage and support children to move from highchairs to low chairs and tables for feeding. Bouncy chairs will only be used for comfort and relaxation . 2. The bouncy chairs have been removed to provide full access to the caterpillar. All staff members to ensure children have easy access to play equipment and that play items are not obstructed by chairs/furniture

- 1. The children’s drink cups were stored in kitchen areas off the rooms and not readily accessible within the care rooms to the children should they require a drink. 2. In the Baby Room the defined Home Corner which was readily accessed by multiple children was poorly resourced with supporting equipment. The kitchen equipment available consisted of a pizza cutter, 1 plate and 1 wooden cup. There was also a basin in the sink. This does not adequately support the 13 children who were present play experiences and also led to minor disagreements between children over the 1 cup and plate
Provider's corrective action:
- 1. To ensure children have continuous and independent access to drinking water within the care rooms, all children’s drink bottles will be stored in the room at a child-friendly height and remain accessible throughout the day. Following the inspection, a child-height table has been purchased and placed in the room, and all children’s water bottles are clearly labelled and readily accessible at all times. The registered provider will ensure that children’s drinking water is available within each care room at all times and stored at a child-friendly height. Staff will complete daily room checks to confirm water bottles are accessible and labelled. This requirement will be reinforced during staff supervision and team meetings, and room layouts will be reviewed regularly to ensure children can independently access drinking water throughout the day. 2. To ensure the Home Corner in the Baby Room adequately supports the play and developmental needs of all children, the area will be fully resourced with sufficient, age-appropriate play equipment to meet the needs of the group. Following the inspection, additional Home Corner resources have been purchased and introduced, including multiple plates, cups, kitchen utensils and role-play items, ensuring there are sufficient materials to support shared play and reduce conflict among the 13 children. The registered provider will ensure that the Home Corner in the Baby Room is consistently well resourced with sufficient, age-appropriate equipment to meet the needs of all children using the area. Regular room and resource checks will be completed to monitor quantity and condition of equipment, and resources will be reviewed and replenished in line with the number of children attending. Staff will observe play to identify emerging needs and will report any resource gaps promptly to ensure timely replacement or addition

- 1. In the Junior Preschool Room the door to the toilet was wedged open and therefore the children using the toilet could be seen from the care room and by the children lining up to use the toilet. This does not maintain the privacy and dignity of the child during toileting. This is also at variance with the services ‘Toileting Procedure’
Provider's corrective action:
- Staff ensure the door to the toilet is closed over preventing children and others in the care room from viewing the children using the toilet and therefore respecting their privacy and dignity. The toileting policy and procedure is updated and maintained throughout the care rooms. Summary Comment The inspector accepts the registered provider’s response and assurances given. The non-compliance is addressed and will be for review at the next inspection

- 1. The registered provider has created a space i.e. ‘Drinks Station’ within the classroom for the children to have access to a drink as they wish without having to ask permission

Knockatallon Community Childcare, Scotstown · Regulation 19 — Health, welfare and development of child
- In the Pre-Preschool Room from approximately 11.58 to 12.17 the transition period from handwashing to serving of the dinner became chaotic and more difficult to manage as 1 staff member was engaged in plating and serving the dinners and the 2nd staff member was seated at the table with the 7 preschool children waiting on their dinner. During this time the children were observed to become restless and behavioural issues escalated, for example one child was observed to stand on chairs and tables, then to push the tables, throw a chair and throw a toy. Some of the other children began to imitate this behaviour pushing the tables and throwing a chair, during which another child was observed to fall off their chair and displayed signs of being hurt, was upset and crying. It is acknowledged at approximately 12.14 that the staff member did try to distract the children by singing a song at the table. During the transition period from handwashing to serving of the dinner in the Pre-Preschool Room a staff member was observed to use inappropriate responses such as “stop that”, “that’s enough”, “stop stop” while trying to encourage the children back to their seats. This negative language was not considered suitable for the children aged 2 years attending this room
Provider's corrective action:
- The registered provider has purchased an indoor climbing frame with a slide, large foam construction blocks and floor climbing plots so that these can help with transitions and decrease the challenging behaviour within the room. This equipment allows the children to participate in safe risky play within the care room that is supervised by the staff team, that will hopefully help to reduce the amount of climbing on furniture in the room, as they now have safe opportunities to climb. The routine in the Pre Pre room has been altered so to help children transition and that they are not seated for long periods. All members of the staff team have been given a copy of the managing behaviour policy, and this policy was thoroughly discussed at the inspection feedback meeting on the 08/10/2024 where all the team were in attendance. Positive reinforcement, appropriate language to be used with children and that all interactions with children should be of a calm, friendly, positive and respectful manner were discussed. Also discussed was how children should be distracted from unwanted behaviour before it escalates and causes behavioural issues within the room. There is currently a third member of staff rostered at 11.30 each day for the pre pre room so that they can assist during lunch time. This extra member of staff in the room will also help for a less chaotic dinner time as transitions are straightforward. All members of the team of staff have been given literary information guide on supporting transitions
