Askea Community Childcare Centre, Carlow · Regulation 27 — Supervision
- (1) While the inspector observed that staff supervised the children in their care primarily by direct supervision with staff scanning the classroom or outdoor area at intervals, taking mental note of the activities and presence of each child in their care, the inspector observed that at collection time staff were not managing the collection of children effectively in line with the service’s drop off and collection policy. This is reported on under regulation 23
Provider's corrective action:
- The registered provider and director of services/ designated person in charge have submitted the following actions. Staff meetings were conducted with educators, administration and ancillary staff, by management to address non-compliance feedback from Early Years Inspectorate Regulatory Report from 26/09/2025 to 01/10/2025. Staff were reminded of the importance of maintaining policy and procedures standards of the service and to support parents in their adherence to service policies and procedures. The purpose of this is to in-still awareness and respect for the safety and welfare of children. All staff were issued with an updated Drop off and Collection Policy on 30/09/2025. Staff were provided with time to read and understand the procedures and discuss questions or concerns. See Drop Off and Collection Policy 01/10/2025. This policy provides changes to how children will transition during drop off and collection e.g. times when to expect children to be in their rooms and when they will be outdoors, how all adults should respect the safety and wellbeing of all children at all times, highlighting the importance of parents and staff making direct contact at each drop off and collection before they leave. The time table for use of the playground has been amended to reduce the use of playgrounds during periods of high volume of the drop off and collection of children. See Outdoor Policy. - On the day between 13:30 and 14:00, Four preschool children in one sleep room and five toddlers in another sleep room did not have any adult supervision. Adults on site completed ten-minute sleep checks, however the required supervision for sleeping children in this age group is that an adult has to be present and required adult child ratios maintained
Provider's corrective action:
- All staff members are aware that they need to stay in the sleep room at all times with the children that are sleeping and all adult child ratios are maintained at all time. Management will check up daily that there is one staff member with the sleeping children at all times

Drumshanbo Community Childcare Facilities CLG t/a Bo Peep Kidz, Drumshanbo · Regulation 27 — Supervision
- Sleep time for the children was not to be supervised appropriately as observed in the following situations on the day of this inspection. This lack of supervision poses a risk of safety to the preschool child as follows: • In the toddler room from 12:08 to 12:53 there was no adult present in two sleep rooms where children over two years of age were sleeping in stackable floor beds. It is acknowledged that ten-minute physical sleep checks were being completed, however children did not have the required adult supervision present. The door of one of these sleep rooms leads directly to the hallway and Kitchen. • In Little Scholars sleep room from 12:44 to 12:58, there was no adult present in the sleep room where children were sleeping on low level beds. Two children who did not require sleep were seeking to leave the room to return to the playroom during this time. It is acknowledged that physical sleep checks were carried out every ten minutes
Provider's corrective action:
- In a written response the registered provider stated: The sleep rooms are no longer in use. All staff have been made aware that if a child needs a nap that they can make a section of the room available for rest time. Quiet activities can be organised for children who are not resting

Kidology Childcare, Dunboyne · Regulation 27 — Supervision
- The registered provider did not ensure that children were appropriately supervised during sleep time in the sleep room located off the Playschool Room. The children who slept in this room were aged over 2 years old and slept on stackable beds. The inspector observed and a staff member confirmed that when children went to sleep the staff used a monitor for observation purposes and carried out 10-minute checks
Provider's corrective action:
- The registered provider stated that staff are now present inside the sleep room at all times while children are resting and that although the room is fitted with vision panels that provide continuous visual contact, acknowledge that the previous approach, relying on documented 10-minute physical checks, a camera monitor with sound, and staff positioned one to two metres from the sleep area, did not meet the standard required. All staff were briefed on this change, and supervision logs and related documentation have been updated accordingly with regular training planned

Pugwash Bay LTD, Dundalk · Regulation 27 — Supervision
- There was inadequate supervision of the children in the outdoor area. For example; when the children attending the Turtles Room were in the outdoor area with 3 staff members, 9 children were observed on the small outdoor frame at the one time. Additionally, at this time one child was also observed to run and jump on top of the other children already on the frame. No timely interventions were observed by the staff present until one child became upset and started crying and were removed from the frame to be comforted
Provider's corrective action:
- The manager immediately discussed the observations with all staff about the safety and what do in this case: to remove the child from the small outdoor frame and comfort them. The number of children on the outdoor frame was immediately reduced to ensure safe play. Staff were reminded on the spot to actively supervise and monitor children during outdoor play, particularly on equipment. The incident was discussed in a staff meeting to reinforce the importance of active supervision, prompt intervention, and child safety. Staff were reminded of their responsibility to anticipate potential risks and intervene before incidents occur. Supervision plan will be implemented for the outdoor area, assigning specific staff members to monitor different sections (e.g., frame, open play area, sandpit). Refresher training on active supervision, risk assessment, and safe play practices will be provided to all staff. Staff will be trained to identify unsafe behaviours and intervene promptly, emphasizing proactive rather than reactive supervision. The Outdoor Play Supervision Policy will be updated and include: the maximum number of children allowed on each piece of equipment at one time, clear guidance for monitoring and intervention procedures. The staff will review and acknowledge the updated policy to ensure understanding and compliance. The Person in Charge (PIC) or Deputy PIC will observe outdoor play sessions weekly for the first month to ensure proper supervision and adherence to ratios. Monthly reviews will be conducted to ensure continued compliance and identify any further training needs

- The supervision of the children was compromised at 11:45am as evidenced by the following observation: 1. The Inspector was in the hall/ cloakroom area when 2 children came into the cloakroom from the outdoor area at the rear of the premises to get their coats and bags as they were going home. There was no adult with them
Provider's corrective action:
- 1. The two staff members were in the outdoor area with the children. The children were handed over to the care off their childminder from the gated outdoor area . Parents and childminders have been reminded to take the children’s bags first from the hallway before collecting the children if the children are in the outside area. This will ensure a safer transition at home time, and it will ensure that the incident will not reoccur
