Regulation 23 — Safeguarding health, safety and welfare of child

• General Safety: 1. Inconsistent records were maintained for a child aged 17 months who was asleep in the designated sleep room. At 12.16pm the inspector observed 3 recordings at 5-minute intervals 11.55, 12.00 and 12.05pm for the child. The staff and three children were in the dining room at this time. On the staffs return to the playroom at 12.36pm no sleep check was carried out or recorded since 12.05pm. The staff members were questioned and stated they were unable to check the children every 5 mins as stated on the sleep records. At 12.40pm a staff member checked on the sleeping child, but no record was maintained following review. At 13.58pm no sleep check record had been maintained since. - At 13.58pm the inspector checked the designated sleep room and two new children aged 11 months and 19 months were sleeping, but no record was maintained. The safe sleep policy was reviewed with the service manager and the practice was in variance with the safe sleep policy. The safe sleep policy advised to record observations of a sleeping child every 10 mins. This poses a risk of safety for the preschool children who are sleeping in the preschool service.
