- Appropriate rest facilities were not provided for all children under 2 years in the Toddler Namibia room. On the day of inspection, two children aged 23 months were observed on foldable floor mats which were not fitted with firm, flat, waterproof and breathable mattresses. This may impact the safety and quality of sleep for children under 2 years. This non-compliance was present on the last inspection on 19 May 2025. The corrective and preventive actions submitted by the registered provider did not prevent recurrence of this non-compliance
Provider's corrective action:
- Two children who were four days away from their second birthday and were in the process of transitioning onto floor beds. This transition was carefully managed, the children were fully supervised at all times and slept peacefully, however we acknowledge the sleep requirement and sleep plans are now in place for these children. Following the previous inspection, additional cots and an additional cot room had been put in place to ensure all children under two are accommodated in cots. Sleep plans are in place for all sleeping children There are currently no children under two sleeping on floor mats, and we remain committed to maintaining full compliance. All children under the age of two will be provided with a cot for sleeping. Sleep plans are completed in partnership with families to ensure each child’s individual needs are met and documented. These plans are reviewed regularly. In addition, risk assessments will be completed for any child transitioning between sleeping arrangements

- Appropriate rest facilities were not provided for all children under 2 years in Room 5. On the day of inspection, two children aged 1 year were observed on stackable beds. These beds were not fitted with firm, flat, waterproof and breathable mattresses. This may impact the safety and quality of sleep for children under 2 years
Provider's corrective action:
- We have the beds available in our service fitted with the firm flat mattress, which were tested with both children but subsequently declined. The two children, aged 1 year and 8 months, have been offered the option to sleep on the beds fitted with firm, waterproof mattresses. All children under 2 years will be placed to sleep on beds fitted with firm, waterproof mattresses

- (1)(b) There were not enough suitable facilities for the number of children in the Wobbler 1 room who required sleep at the same time on Day 1 of the inspection. The inspector observed one child showing signs of tiredness including crying and rubbing her eyes at 11:24. The adult caring for her reported that she was probably tired, but she could not put her to sleep until another child woke up as all 12 cots were occupied. The inspector was informed that this occurs occasionally when the children’s sleep times overlap
Provider's corrective action:
- A new sleep plan has been implemented across Wobbler 1 and Wobbler 2 rooms to ensure all children’s needs are met. A designated spare cot is maintained during sleep times to accommodate any child who may require rest as needed. Local and regional management will conduct periodic spot checks to ensure compliance with all aspects of Regulation 20. Sleep arrangements will also be kept under regular review to ensure they continue to meet the needs of all children

- A suitable and secure outdoor area was not available to the children as follows. 1. The designated outdoor area was not available to the children. Staff reported this was because the grass was overgrown and wet, and the children did not have suitable outdoor clothing or footwear. The school yard was used for outdoor play. However, there were no natural elements, areas of interest, equipment or materials provided in this area to support the children’s play, learning and development. 2. The designated outdoor area and school yard were not secured. The designated outdoor area had large, unfenced sections on three sides. The school yard had a large, unfenced section on one side. These unfenced sections led to extensive school grounds including the school car park, posing a risk of injury if a child left unsupervised
Provider's corrective action:
- 1. Equipment and materials are available to the children in the designated outdoor areas (grass area and playground area). Conversations have been had with Educators to ensure that play equipment is brought out at the designated play time each day. The service management has spoken with the school management regarding having the grass cut more frequently and the service is awaiting installation of a fence in the grassed area. All parents / guardians were advised that wet gear and wellies are required for children. Wet gear and wellies will be brought in for all children at the start of term each year. 2. The designated outdoor green area has hedging around it. Management have proposed to the primary school board the installation of a fence around the three unfenced sides. It may be January 2025 before approval is given. This green area is not in use until the fence is in place. Temporary moveable fencing is now in place when children are in the school yard. This fencing is portable and can be moved in and out of place as required. When in place, fencing will be checked daily in the service’s daily risk assessments / maintenance sheets. The green area will then be shared between the three classes, one class at a time is allocated outside of this time
