Regulation 23 — Safeguarding health, safety and welfare of child
Infection control: 1. Three children in the Baby and Toddler room were observed to have their hands cleaned with baby wipes after outdoor play and before snack time. This practice of using baby wipes to clean hands was also observed during two nappy changing procedures. On discussion with a staff member, the inspector was informed that baby wipes are used to clean the younger children’s hands. This posed a risk of inadequate hand washing. 2. On the day of inspection, the staff toilet was observed to be used as a storage area and contained a child’s sensory light, toys and other boxed items. This posed an infection control risk. Safe sleep: 3. The air temperature of the Baby and Toddler room which was used for sleep was recorded at 23.5°C while two children aged between 1 and 2.5 years were sleeping. This exceeds the recommended temperature range of 18°C to 22°C for children of this age. It is acknowledged that staff had opened the windows and turned on a fan, but temperatures were unable to be reduced to below 23.5°C. Infection control: 1. Staff were advised to use soap and water. A reminder was sent to all staff and hand-washing observations will be carried out to ensure the correct procedure is being followed. 2. The toilet area is now cleared. This area will not be used for storage in the future. Safe sleep: 3. Windows are opened all day, and additional fans have been provided to maintain the temperature below 22°C. The service plans to send children home if the sleep room temperatures cannot be maintained below 22°C

Regulation 23 — Safeguarding health, safety and welfare of child
General safety: 1. There was a loose blind cord on the sleep room window which posed a safety risk to children. Infection control: 2. Cots and floor beds in the sleep room were not placed 50cm a part. The posed a potential risk of cross infection. Action submitted by the Registered Provider

Immediate action notice. An immediate action notice was issued to the registered provider on 15 March 2024 arising from the findings on inspection: A non-compliance was identified with regulation 23 Safeguarding health, safety and welfare of child as the management and storage of medications posed risk to children. A response received from the registered provider on 19 March 2024 provided assurances that the non-compliances had been addressed.
Regulation 10 — Policies, procedures etc. of pre-school service
The service’s healthy eating policy was reviewed as an outstanding non-compliance from inspection in September 2023. The healthy eating policy available on the day of inspection had not been updated to provide adequate information for parents and staff. Information was not available within the policy on the frequency of snack and meals, appropriate portion sizes, and guidance for parents on the food requirements for the hours of attendance

The registered provider has updated the healthy eating policy to provide adequate information for parents and staff about portion sizes, as well as food and meal examples. A newsletter has also been sent out to parents as a reminder about our healthy eating policy and ideas. Policy folder checked to ensure all policies up to date. This will be done on a monthly basis to ensure policies are up to date in folder
Regulation 15 — Record of pre-school child
(1) On review a sample of ten records the following non-compliances were identified: (b) There was no evidence available on the premises to confirm the date on which children first attended the service. (e) Information on persons authorised to collect a child was missing on one record. (f) Details of the medical information on one record were inaccurate. (h) A record of immunisations received was not available for two children

(b) Children's start date has been added to each attendance record form. Children’s start dates will be put on form on the day they start the setting going forward. (e) Authorisation to collect form was completed by parent and now on file. Registration forms will be thoroughly checked when given in and made sure all information is completed correctly. Regulation 23 — Safeguarding health, safety and welfare of child
Infection Control: 1. Children’s hands were not observed to be washed prior to eating in the baby/wobbler room posing a risk of cross contamination. 2. Nappy changing processes observed during inspection were not in line with the service’s nappy changing policy and posed a risk of cross infection: a) The nappy changing mat and unit were not cleaned after each nappy change was completed. It was observed to be cleaned after three nappy changes were completed. Cleaning materials were not readily available as the staff member had to leave the room to retrieve products. b) Children’s hands were not washed after nappy changing was completed. c) Staff’s hands were not consistently washed after each nappy change was completed. d) Single use aprons were not consistently changed between each nappy change. Administration of Medication: An immediate action notice was issued to the registered provider on 15 March 2024 because of the following risks which were identified in relation to emergency medication practices for children attending the service: 3. Appropriate care plans detailing steps to follow in the event of an emergency were not available for two children attending the service with identified allergies. 4. Access to emergency medication such as auto adrenaline injector and antihistamine for two children was not clearly identified. In discussion with the inspector, the person in charge and staff members give varying accounts as to the emergency medication requirements for two children and locations of same in the service. 5. The registered provider did not have appropriate records to confirm consent for the administration of an auto adrenaline injector and antihistamine for one child. Safe Sleep: 6. While staff observed and recorded children’s position, colour and breathing during sleep checks, these checks did not always take place at the required frequency of 10-minute intervals. Sleep checks were observed being performed at intervals of 10, 15 and 19 minutes between 10:40am and 11:25am, posing a risk to the child’s safety. Action submitted by the Registered Provider

Infection Control: 1. Meeting was held with staff to remind of importance of handwashing before and after eating. The registered provider will ensure to check regularly that these actions are being followed consistently. 2. (a, b, c, d) A meeting held to remind staff of importance of cleaning nappy changing mat and unit between every nappy change. Also reminded to keep sufficient supply of cleaning supplies in the room in safe area at all times. Staff reminded of importance of washing children’s hands, their own hands and changing single use aprons after each nappy change. New reminder signs have been displayed. The registered provider will ensure to check regularly that these actions are being followed consistently. Administration of Medication: 3 – 5. The registered provider has reviewed and improved location of emergency equipment and care plan for emergency medication. A staff meeting was held and all staff are well informed on what to do in the event of emergency and location of medications. The registered provider will ensure to keep all allergy notifications up to date and all staff informed about any allergy in the setting and care plan for children with allergies. Safe Sleep: 6. Staff reminded to complete sleep checks at 10 minutes intervals. Meeting held and new reminder signs have been displayed. Service provider ensures to check regularly that these actions are being followed consistently
