Inspection of 5 December 2023 — Inspection Report
Immediate action notice. Unauthorised access on to the premises was not prevented as a door leading from the car park directly into the Hall room was not secured. Therefore, an Immediate Action Notice (IAN) was issued during the inspection. The registered provider responded to the IAN on the 05 December 2023 stating that the issue had been fully resolved. Acknowledgements The inspector wishes to acknowledge the cooperation of the registered provider, staff and children who were present on the day of the inspection.
Regulation 16 — Record in relation to pre-school service
- (a) A curriculum vitae record was not available on file in respect of the second adult
Provider's corrective action:
- 1. The registered provider submitted a Corrective Action and Preventive Action (CAPA) form on 27 December 2023 informing the inspectorate that a curriculum vitae record was obtained and was now available on file in respect of the second adult and that in future the registered provider will assess all adult’s records annually
Regulation 23 — Safeguarding health, safety and welfare of child
- General Safety: 1. Unauthorised access onto the premises was not prevented as demonstrated by the early years inspector being able to walk easily into the Hall room using the door closes to the car park. An Immediate Action Notice (IAN) in respect of safety was issued to the registered provider during the inspection. 2. The door leading into the kitchen was not to secured to prevent access by an unsupervised child. It was noted that there were hazards that could be accessible to children such as cleaning agents stored in a low press and 3 lots of adult chairs stacked high that posed as a potential tip over hazard. 3. The door that opened to the stairwell leading up to the stage in the hall was not secured and posed as a potential fall injury if accessed by an unsupervised child
Provider's corrective action:
- 1. The registered provider addressed the safety issue regarding the unsecured door leading from the outside into the Hall room on the 05 December 2023 immediately once it was brought to her attention. A response submitted to the inspectorate on 05 December 2023 stated that a new procedure had been developed to ensure that unauthorised access onto the premises would be prevented and that the procedure would be adhered to daily by the adults. The registered provider detailed in her written response dated 09 January 2024 that a sensor alarm had also been fitted to this door leading from the car park into the Hall room. 2. The registered provider informed the inspectorate on 27 December 2023 that a sensor alarm had been fitted to the kitchen door so that adults would be alerted should the kitchen door be opened by an unsupervised child. 3. The registered provider informed the inspectorate on 09 January 2024 that a sensor alarm had been fitted to the stage door so that the adults would be alerted should this door be opened by an unsupervised child
Regulation 25 — First aid
- (a) The first aid box was not fully equipped and did not contain a supply of aseptic wipes, eye bandages or an adequate quantity of small dressings
Provider's corrective action:
- The registered provider stated in her response dated 27 December 2023 that the outstanding materials had been purchased and therefore the first aid box was fully equipped. A checklist had been included in the first aid box and going forward the registered provider would ensure that the contents of the first aid box are checked monthly
