Regulation 15 — Record of pre-school child
- On review of 12 children’s registration records, 11 children’s registration records included the following, however 1 child’s registration record did not include the following: (f) details of any illness, disability, allergy or special need of the child, together with all the information relevant to the provision of special care or attention. (g) the name and telephone number of the child’s registered medical practitioner. (h) record of immunisations, if any, received by the child
Provider's corrective action:
- Corrective Action (f)(g)(h) The parent was given the page from the registration form to complete. It was returned within a couple of days and added to the registration form. Preventive Action (f)(g) This was added to the ‘Staff Duties’ list. (h) So that this does not occur again, a second staff member has been delegated to recheck all pages of registration forms to ensure they are complete
Regulation 23 — Safeguarding health, safety and welfare of child
- General Safety: 1. Two Garda vetting disclosures were not dated within the previous three years in adherence to the Early Years Inspectorate Regulatory Notice ‘EYI-RN12.3 Renewal of Garda Vetting’. Administration of Medication: 2. There was no written heath care plan available for 1 child who required medication who was in attendance on the day of inspection. It is acknowledged that the medication was stored safely in the care room out of children’s reach and available to adults as required in the event of an emergency. Infection Control: 3. Infection control measures were not always followed in the service. The possible risk of the spread of infection was increased due to the following: • One singular hand towel was in use in each sanitary accommodation the absence of paper towels or other more hygienic systems for hand drying. There was a hand towel dispenser in both toilets, however these were both empty. The use of a singular hand towel reduces the effectiveness of good handwashing practice, therefore increasing the risk of cross-contamination. A non-compliance identified under Regulation 23 in relation to infection control was identified at the last inspection on the 6 October 2023. The corrective actions submitted following that inspection failed to prevent recurrence of this non-compliance. • Pedal bins were not available for disposal of waste and contaminated items in either of the children’s sanitary accommodation. Action submitted by the Registered Provider Corrective Action General Safety: 1. Garda vetting disclosures for 2 staff members have been received and added to the staff files. Administration of Medication: 2. Medicine Consent Form sourced on the day of inspection. The form was given to the parent, who completed and returned it. It is stored in the medical box with child’s medicine. Infection Control: 3. A new company has been sourced, and paper towels are in both bathrooms. A regular delivery of supplies has been set up. Children are also given their own small hand towel which they hang on a hook on back of their chair and use when needed. New pedal bins are placed in each bathroom. Preventive Action General Safety: 1. Record of dates to be kept on the wall with expiry date highlighted and date to begin process of renewal included. Using the new staff duties check list, certificates etc will be checked regularly so that dates will not be overlooked again. Administration of Medication: 2. Blank copies of Medicine Consent Form stored in first aid box. Infection Control: 3. Added to ‘Staff Duties’ list. A new hand-washing policy has been created in partnership with the children. Supporting documentation submitted • Garda vetting disclosures for 2 staff members. • Training certificate in relation to Garda vetting. • Medicine Consent Form. • Photographs of hand towels, paper towels and pedal bins. • ‘Staff Duties’ list. • Handwashing Policy. Summary Comment The inspector has reviewed the actions and evidence submitted. The non-compliances under Regulation 23 have been addressed
Regulation 24 — Checking in and out and record of attendance
- (1) The details of all 15 children had not been accurately recorded in the attendance book. • The children had been marked in attendance for the 5 November, the day before the inspection. The children had not been marked in attendance on the 5 November. It is acknowledged that this was rectified when the inspector brought this to the attention of staff at 10.00am. • One child in attendance in the morning session was marked in as attending at 12.45pm. Contemporaneous accurate attendance logs must be maintained to support the safe evacuation of children in an emergency. A non-compliance identified under Regulation 24 was identified at the last inspection on the 6 October 2023. The corrective actions submitted following that inspection failed to prevent recurrence of this non-compliance
Provider's corrective action:
- Corrective Action (1) The manager will take roll call at the door while a second staff member welcomes the children into the school. The roll call book will be rechecked when all children have settled by a second staff member. Roll call error was human error on that day and completely overlooked. Rechecking of roll completion will rectify this. Preventive Action (1) Roll book is now stored at a box close to school door entrance
Regulation 26 — Fire safety measures
- (b) An up -to-date record was not available of the number, type and maintenance of the smoke alarms in the premises. A non-compliance identified under Regulation 26 was identified at the last inspection on the 6 October 2023. The corrective actions submitted following that inspection failed to prevent recurrence of this non-compliance
Provider's corrective action:
- Corrective Action (b) The Fire Safety Officer returned to rectify this matter. Signatures were in the fire safety book. The Fire Safety Officer signed again on the day. Preventive Action (b) The fire safety book has pages marked for future inspection. The Fire Officer is due to return to service at the beginning of next years’ school term. This is also marked in diary and checklist
