Regulation 9 — Management and recruitment

Regulation 23 — Safeguarding health, safety and welfare of child

  • General Safety: 1. The glazing on the low-level window and door panels in the Wobbler, pre-school and ECCE rooms did not have visibility strips in place posing a risk of children making contact with the glass, posing a risk of injury. 2. The toilet seat in one bathroom in the ECCE room was not secure posing a risk of injury to children. 3. The vinyl covering on a single chair in the quiet area in the Wobbler room was torn with the soft lining exposed, posing a risk of injury to children. Infection Control: 4. Not all children in the Wobbler room washed their hands after returning from playing outdoors posing a risk of cross infection. 5. The inspection observed a staff member cleaned the noses of 3 children wearing the same gloves and disposed the tissues after each child’s use in the swing top bin in the room posing a risk of cross infection. 6. There were swing top bins used for the disposal of used paper hand towels for example in the ECCE and pre-school rooms posing a risk of cross infection. 7. The large colourful rug on the floor and the removable covers on the bean bags in the rest area in the pre- school room was unclean posing a risk of cross infection. 8. The large colourful floor rug and the fabric covered cushions in the Wobbler room were unclean posing a risk of cross infection. Action submitted by the Registered Provider
Provider's corrective action:
  • General Safety: 1. The visibility strips are in place. 2. The toilet seat has been replaced. The toilet seat check has been added to the weekly health and safety checklist. 3. The armchair has been removed, and a replacement has been ordered. The condition of the children’s seating will be monitored more closely. Infection Control: 4. The management re-issued the infection control policy to the staff and spoke to them about handwashing and the importance of children’s handwashing. Handwashing posters are in place as a reminder. 5. This point was covered when the infection control policy was re-issued to all the staff members and when the staff were spoken to regarding handwashing. The staff will ensure that they are washing their hands after cleaning each child’s nose. The bin was replaced with a pedal bin. The service will ensure that pedal bins are in all areas in the service. 6. The pedal bins are in place in each of the rooms. 7. The rugs were deep cleaned, and the service is researching the purchase of wipeable rugs. The bean bag covers have been washed and returned to the room. The bean bags have been added to the laundry list, they will be cleaned more frequently. 8. The rug and large cushions have been cleaned and returned to the room

Regulation 29 — Premises

  • (d) 1. The low paint on the low-level window boards was scuffed in the Wobbler, Pre-school and ECCE rooms. 2. There was 1 slat on the timber picnic table that was removed and had not been replaced
Provider's corrective action:
  • 1. The windowsills will be painted before 15.5.’26. The service will ensure the health and safety office reviews the paint regularly and the windowsills will be painted when needed. 2. The picnic bench has been removed and it will be replaced. The maintenance of the outdoor furniture will be monitored and fixed/replaced as needed

Regulation 9 — Management and recruitment

  • (9) (4) It was identified on inspection that one staff member did not hold a relevant qualification in Early Childhood Care and Education at least major award in Early Childhood Care and Education at Level 5 on the National Qualifications Framework or a qualification deemed by the Minister to be equivalent. The person in charge stated this staff member has been relived of their duties until a qualification is deemed relevant. Not having a staff member qualified poses a risk to the care of the children in the service
Provider's corrective action:
  • The employee was removed from the roster and relieved from their duties. The adult no longer works in the service. The service will ensure that letters are obtained for the Department of Children, Disability and Equality (DCDE) in advance of the employee starting as applicable

Regulation 16 — Record in relation to pre-school service

  • (i) Staff rosters from 30/06/2025 to 18/07/2025 were reviewed. It was identified that no person in charge was identified on the roster from 5pm to 6pm on various dates
Provider's corrective action:
  • The person is charge is now marked in a different colour on the roster so that is easy to view and clear for everybody who is in charge. This will continue going forward so it is clear to everybody

Regulation 23 — Safeguarding health, safety and welfare of child

  • Infection Control: 1. The children were observed to not wash their hands prior to the morning snack served in the Junior pre- school room posing a risk of cross infection. 2. The cooked peas served at lunch time to the children in the Wobbler/Toddler room were served directly on the table alongside the individual lunch bowls increasing the risk of risk of cross infection. 3. Not all the drinks bottles in the Junior pre-school room were individually labelled with the children’s names posing a risk of cross infection. 4. Children’s perishable food items were not stored in the fridge in the Junior pre-school room posing a risk of food spoilage. This was observed non-compliant on the last inspection 15.04.2025, the service responded stating that all the perishable food would be placed in the fridge on a daily basis, the pre-school staff were informed of this. This was unfounded on inspection. 5. There were no paper hands provided at the wash hand basins in the sanitary accommodation and at the sinks in the Junior pre-school room posing a risk of cross infection. 6. The nappy changing mat provided for the wall mounted foldable changing unit in the Junior pre-school room was stored directly on the floor near the toilet posing a risk of cross contamination. Action submitted by the Registered Provider
Provider's corrective action:
  • Infection Control: 1. All staff in the Junior pre-school room have been spoken to and reminded of the handwashing policy in place in the room. Handwashing posters have been placed in the room as a reminder. 2. All the staff members have been reminded of the HACCAP training and that no food can be served directly on the table. More plates and bowls have been purchased to ensure there are enough in the event the vegetables are required to be served separately to the dinner. 3. All the drinks bottles in the have been re-labelled. The staff will ensure that labels are replaced after they fall off. 4. The service will ensure that all perishable items are placed in the fridge. All the staff have been reminded of the importance of this. The room leader has appointed a staff member in charge of ensuring this is carried out each day 5. The hand towel dispensers were re-filled. The staff will be more vigilant ensuring the hand towels are in the dispensers. A staff member has been appointed to check the dispensers during the day. 6. The nappy changing mat has been allocated a space on the shelf. The mat will be stored on the shelf going forward

Regulation 9 — Management and recruitment

  • 9(2)(c) Three staff members, who has previously been on student placements in the service and have subsequently been employed by the service had not been re-vetted by the service before they had commenced employment, as is required. (d) Police vetting was not on file for one staff member who resided outside of the jurisdiction as an adult for a period of longer that 6 months
Provider's corrective action:
  • (c) The three vetting applications were applied for on the day of the inspection. There will be a list for the expiry dates for Garda vetting displayed in the office. (d) The Police vetting was received and attached to the CAPA form

Regulation 23 — Safeguarding health, safety and welfare of child

  • General Safety: 1. There were 2 broken horizontal slats on 1 cot in the sleep room serving the baby room. The inspector was informed this cot is not in use for sleep. 2. There was a cable attached to a monitor accessible near 1 cot in the sleep room serving the baby room posing a risk of injury to the children. 3. The legs of 1 feeding chair in the baby room were loose and unsteady posing a risk of injury to children. 4. The edging of a large floor rug in the baby room was fraying with loose threading posing a risk of injury to children. 5. There was a broken plastic container with sharp edges accessible on the low -level window ledge in the Junior pre-school room posing a risk of injury to children. 6. Garda vetting disclosures had been obtained for twenty-nine staff members. However, four vetting disclosures were not dated within the previous three years in adherence with the Early Years Inspectorate Regulatory Notice ‘EY-RN12.3 Renewal of Garda Vetting’. It is acknowledged the process of renewing the Garda vetting had begun for these four staff. Infection Control: 7. The perishable food items for the children attending the Junior pre-school room were not refrigerated posing a risk of food spoilage. 8. The vinyl covering on the low-level couch in the Junior pre-school room was torn, posing a risk of cross infection as it could not be adequately cleaned. 9. The large rug on the floor in the rest area in the Junior pre-school room was unclean posing a risk of cross infection. 10. The large rug on the floor in the Toddler/Wobbler room was unclean posing a risk of cross infection. 11. The carpet on the activity unit in the Toddler/Wobbler room was unclean posing a risk of cross infection. This non-compliance was founded at the last inspection of 18.07.’24. The response from the service stated that the carpet will be replaced and regular deep cleaning will be carried out, this was not found. Action submitted by the Registered Provider
Provider's corrective action:
  • General Safety: 1. The cot has been repaired and it is in use. 2. The cable has been placed into a plastic tubing. The service will ensure that all cables are placed in the correct plastic tubing. 3. The chair was removed from the room on the day of the inspection. A new highchair was provided, there are 7 highchairs in total. The service will ensure the chairs are checked for suitability when cleaned each time. 4. The old rug was removed, it was replaced with a new rug. All soft furnishings will be checked at the end of the day when cleaning takes place. 5. The broken container was removed and replaced with a new one. The service will ensure that any containers that are cracked will be removed more promptly. 6. The Garda vetting was renewed for each of the four staff members. Infection Control: 7. All the perishable food will be placed in the fridge on a daily basis and the pre-school staff were informed of this. A new reminder sign has been placed in the room by the lunchboxes to remind staff. 8. The sofa has been removed and replaced with a new one. 9.& 10 The rugs have been deep cleaned by a cleaning company. The company will carry out the deep cleaning every 3 months and it will be done internally every month. 11. The carpet will be replaced; this will be completed for the start of the new academic year. The carpet will be deep cleaned every 2-3 months by an outside company to maintain high standards of hygiene

Regulation 29 — Premises

  • (d) 1. The paint on the low-level timber sills in the childcare rooms was worn and chipped. 2. There were gaps present on the marmoleum floor covering in the centre area of the floor in the senior pre- school room. 3. There were areas of the ceiling in the Junior pre-school room observed to be stained. 4. There were sections of the wall skirting in the junior pre-school room missing, the person in charge informed the inspector that these had not been replaced after the floor covering was installed. 5. There were 2 of the 6 ceiling lights in the Junior pre-school room not in working order
Provider's corrective action:
  • 1. Click or tap here to enter text.The windowsills will be painted. This work will be complete by the of June. 2. Pricing for replacing the floor covering has been requested, it will be replaced by September. 3. The ceiling is due to be painted over the summer. 4. The skirting will be completed. 5. The electrician replaced the bulbs, but they did not work. The units will have to be replaced and this will be completed by the end of June
