Regulation 23 — Safeguarding health, safety and welfare of child
- General Safety: 1. One of the three radiators in the preschool room had a temperature reading that exceeded 50°C. It is acknowledged that when the inspector brought this to the attention of the manager the radiator was immediately turned off. Temperatures exceeding 50°C pose a risk of burn to a child. Infection Control: 2. Following nappy changing procedures, staff were observed to leave the nappy changing area, wearing apron and or gloves, and walk through the care room to the fire exit door to dispose of soiled nappy bags in the external bin. This procedure increases the risk of cross contamination. Administration of Medication: 3. Medication records reviewed on the day of inspection had been pre populated with a parental signature where medication had not yet been administered. This practise does not ensure that correct daily records are maintained along with appropriate communication with parents on a daily basis following administration of medication. Provider's corrective action:
- General Safety: The radiator was turned off right away and was put back on after a while and the temperature was changed on it. We are getting a tradesman to come out to service and check all radiators and show the staff how to change the settings. A risk assessment form to be carried out daily by staff to ensure this doesn’t happen again. Infection Control: There is now a bin in the sanitary area used for nappy changing. The service has updated this practice in the nappy changing policy. Management spoke to staff about cross contamination and the updated policy was reviewed. Administration of Medication: Service manager spoke with the child’s parent advising that medication records can only be signed on the day. Management spoke with staff advising that the medication book must be filled in with all information and signed by parents on the day as per the services medication policy

- On the day of inspection, the service was found to be operating outside of their registration status. The service was operating 08:00 - 17:00 while the approved registration status is to operate 08:00 - 15:30 daily. The registered provider is required to notify Tusla of any changes to their approved registration status. First Aid, Regulation 26 Fire Safety and Regulation 28 Insurance, however, on inspection an additional non- compliance which posed a risk was identified under Regulation 8. These findings are outlined within the relevant regulations within this report. Inspection findings are documented in the inspection report which is first issued in draft format to the service with an opportunity to respond to any findings. Where statutory requirements are identified as not being met, the registered provider must demonstrate how they have rectified the non-compliance and will prevent any non - compliance from re occurring. The Corrective Action and Preventive Action plan (CAPA) will be used to inform decisions about compliance with regulatory requirements. Where the registered provider fails to meet the statutory requirements an escalation process may be commenced. The inspectorate reserves the right to edit responses received for reasons including clarity, completeness and compliance with administrative and legal processes. The contents of the report are compiled by the inspectorate body.
