General Safety: 1. The service did not demonstrate compliance with the Early Years Inspectorate Regulatory Notice requiring services to re-new Garda vetting every 3 years. There were Garda vetting disclosures on file for all staff members, however the vetting disclosure for 2 staff members were not dated within the previous 3 years in adherence to with the Early Years Inspectorate Regulatory Notice EYI-RN12.3 Renewal of Garda vetting. Infection Control: 2. A number of staff involved in nappy changing were observed to have long, pointy and painted nails and wore bracelets and rings which posed as a risk to children’s skin and was at variance with good infection control practices. Administration of Medication: 3. A sample of administration of medication record forms were reviewed. A number of the records indicated that written parental consent was not obtained. Safe Sleep: 4. The sleep mats used for the children in the ECCE room were not suitable for children to use for sleep. They consisted of carpet type material and were not conducive to comfortable sleep on the floor

Provider's corrective action:

The registered provider submitted the following response to address the non-compliances: Corrective and Preventive Action 1. The garda vetting has been renewed. We have added a new template to the cover of each file and will ensure we review expiry dates on a regular basis. 2. All staff have received a policy on hand hygiene with regards to nails, an updated staff book, a policy on jewellery and nails. All staff have signed this policy. This policy will be reviewed, and all staff will be checked randomly by management to make they are adhering to the above policy. 3. All consent forms are now signed by parents. All staff have a checklist now attached to the administration of medication book this is the protocol for all admin of medication. 4. We are in the process of finding sleep mats that are suitable to our service and have linked in with various suppliers and early years settings. Once the new sleep mats are in place we will ensure that good sleep practices are followed

General Safety: 1. Flexes from the toaster and kettle were trailing in the baby room and accessible to babies and young children. 2. An area at the end of the outdoor garden that was unsuitable for children and required maintenance was accessible to children. Infection Control: Handwashing practices observed were inconsistent with good hand hygiene: For example: 3. Babies and young children did not have their hands washed after nappy changes. 4. There were no disposable hand towels available in the baby room for effective hand hygiene. 5. There was no hot water available for effective hand hygiene during the day. 6. Formula bottles brought to the service were not prepared in line with the safe food guidance. 7. Two baby bouncers were worn and stained which posed as risk of cross infection as they cannot be adequately cleaned. Action submitted by the Registered Provider

Provider's corrective action:

: 1. The flexes have been removed from the baby room. An electrician has been consulted to install extra sockets. 2. The area at the end of the garden is no longer in use and has been fenced off. A plan to further develop the area is planned for the spring. 3. The infection control policy was given to staff. Handwashing practices will be monitored by management and infection control discussed at staff meetings. 4. Staff members now have a check list on their cleaning sheet reminding them to replace hand tissue, toilet tissue. Random inspections of the changing and bathroom areas will take place to make sure all areas of hygiene are being met. 5. Two staff members are now assigned to make sure the immersion is on daily, so the provision of hot water is available to all children in our care. 6. All formula bottles brought to our service will now arrive prepared. Our policy has been updated to reflect the safe food guidelines. Parents were notified of this change immediately. 7. The bouncers were immediately removed. Staff have been reminded that any items needing replacement should be reported to management.
