- (d) Outdoor play areas 1. There was a hole in the overhead Perspex roof. 2. The base of a section of the picket fencing in front of pipes was broken. 3. There was one horizontal slat of the picket fencing that was not secured

- 1. The Perspex roof has been replaced to ensure the area is safe, secure and maintained to an appropriate standard. The roof is added to the monthly maintenance checks to ensure that any damage will be repaired immediately. 2. The picket fence was removed in full and replaced with a new fence. Each of the areas of the timber fencing and wooden structures have been added to the monthly maintenance checklist. 3. All the horizontal slats on the picket fence were inspected and secured with nails where required. There was a full safety check completed to ensure that all the slats were securely fixed and stable. All fencing and wooden structures are included in the monthly maintenance list

- (d) The following areas were observed to require maintenance or repair: 1. Timber near a mud kitchen in the outdoor area was observed to be broken. 2. Vent covers were observed to be broken in the outdoor area. 3. A downpipe in the outdoor area was observed to be loose and was not secured to the wall. (e) 4. It was observed that a staff toilet in the toddler and nappy changing area did not have a designated sink for use by staff. 5. It was observed in the toddler sanitary area; there were three toilets and two sinks therefore there was not an adequate number of sinks for each toilet

- The registered provider stated in their response: Corrective action (d) 1. The timber had been removed from the area. 2. Vent covers have been replaced. 3. The downpipe has been secured to the wall with new screws. (e) 4. A new sink was installed in the staff bathroom within the toddler and nappy changing area. 5. A new sink was installed to ensure there are 3 sinks in the children’s toilet area to match the three toilets. Preventive action (d) 1. Management will inspect the building more often to see if anything needs to be removed or fixed. 2. The staff will be more observant in relation to the vents to ensure they do not cause injury to the children. 3. The water supply at the 3 wash hand basins in the sanitary accommodation was observed to be not instantaneous on occasions during the inspection. The person in charge informed the inspector this has been an ongoing issue

The cupboards will be locked daily to ensure that the children have no access. 2. The air temperature recorded were between the range of 13.3 degrees Celsius and 16 degrees

- (c) Temperature-controlled heating units have been installed in all sanitary areas across the premises to ensure a consistent and safe ambient temperature for the children. The heating was immediately activated, and the temperature levels were rechecked to confirm compliance. All the sanitary accommodation will be included in daily environmental checks, the temperatures will be recorded and any fluctuations will be addressed promptly. Management will continue to review the effectiveness of the temperature-controlled heating systems, particularly during colder periods, to ensure children’s comfort, health and welfare at all times

- (d) Within the outdoor play areas at the rear of the premises there was: - • Area of the timber fencing that separating the grassed area and the concreted area that were broken. • The nets on 2 soccer goal posts were torn and entangled around the goals. • On the grass area in the outdoor play area located to the rear of the premise, there was some of the soft matting under the play unit with the slide and under swings that had become deeply embedded in beneath the earth. • The pathways to the outdoor play areas were not clean with an accumulation of leaves and dust posing a risk of cross contamination

- (d) The rear outdoor area is currently off limits and has been since the inspection until all the necessary works are complete. The area will be monitored and reviewed to prevent recurrence. • Currently the timber fence is being replaced • The 2 goals posts have been discarded as the frame was not strong enough after replacing the netting. • Currently replacing the soft matting. • The pathways in the outdoor lay area have since been power washed and cleaned

The person in charge informed the inspector the service had planned to replace the said roof. (e) 3. There was 1 of the children’s toilets that had no toilet seat

- The black mark has been removed by a professional cleaning product, primed with mould prevention and re- painted. The blocked shutters have been cleared and the loose felt on the side of the shed had been repaired which we believe caused the dampness. A monthly check will be added to the cleaning schedule. An industrial dehumidifier provided by the community handball hall will be used 1-2 times each month as a precaution. Daily ventilation will be provided. (d) 2.The damaged section of the roof on the outdoor playhouse has been removed, repaired and the edges have been sealed. The edges of the roof have been sealed and covered to prevent any future spread of dry rot. The playground has been added to the maintenance checklist, treatments or repairs will be carried out as necessary. (e) 3.The toilet seat has been re-attached

- (d) 1. The broken door handle was disposed of and a new door handle fitted. A weekly visual inspection by staff will be carried out. (e) 2. The staff bathroom has been relocated to the bathroom off the kitchen area lobby. Staff also have access to the bathroom in the sports hall. The former adult bathroom is now used as a nappy changing area for children; there is a fully functioning changing table with a low height wash hand basin in place. This new nappy changing facility will remain in place

A number of the window blinds were broken in the care rooms rendering them not suitable for use. (e) 3. There were 2 toilets and 1 wash hand basin in the Senior pre-school sanitary accommodation for the 15 children attending. The requirement is 1 toilet and 1 wash hand basin for 11 toilet trained children. 4. There was 1 toilet and 1 wash hand basin provided for the 14 staff on the premise. The requirement is 1 toilet and 1 wash hand basin for 8 adults

- (c) 1. The light has been replaced and is now in working order. (d) 2. All the broken window blinds were removed. A quotation was obtained, and the blinds will be installed over the next 4 weeks. (e) 3. An additional sink will be installed in the senior pre-school room sanitary accommodation within 4 – 6 weeks approximately. 4. The service has access to additional toilets within the building

- In the corrective and preventative response (CAPA) received from the person in charge the following was stated: Corrective and Preventive Action (e) Funding is in the process of being requested from Pobal in order to install a new wash hand basin (as well as plumbing system). In the meantime, a wash hand basin located in the preschool room will be designated for the children to wash their hands after going to the bathroom

There was a broken, plastic waste pipe receptor, accessible to the children, below the storage room window in the outdoor play area posing a risk to the children from the broken sharp edges. 2. An air vent on the outside wall of the storage room, which was accessible to the children, was broken and the remaining pieces had sharp edges. In conversation, the registered provider was unaware of the broken vent. 3. The inspector noted the outdoor tables to be covered in sand. On discussion with the registered provider, there was no cleaning schedule for the outdoor area. This posed a risk of cross infection for the children

- 1. A new waste pipe has been fitted. Staff will regularly check to ensure there is no broken sharp edges evident. 2. The Air vent has been replaced and staff will monitor this in the future. 3. A new cleaning record is now in place and staff will ensure this is used

- (c)The air temperature recorded in both the sanitary rooms and the adult sanitary accommodation/nappy changing room was recorded below the recommended range, it was recorded at 15 to 15.1 degrees Celsius. The registered provider informed the inspector the heaters in place in the sanitary accommodation and the hall area are not in working order since December 11th, 2023. The registered provider presented a text message to the inspector on the day of the inspection from the Chairperson of the building stating the heaters will be set by the electrician the following week. This was also founded at the last 2 inspections in respect of the children’s sanitary accommodation, that is the accommodation with the 1 toilet. The registered provider submitted a corrective and preventive action at that time stating that a new heater was installed. (d) An area of the ceiling surrounding 1 light fitting in the single toilet sanitary accommodation was cracked and the painting was peeling away

- The registered provider stated that: - Corrective and Preventive Action (c) The Electrician has installed a fuse board for adequate plug facility in the storeroom, providing a source of power for the heaters to be safely plugged in. The heaters are in working order. (d) The club are plastering and repainting ceiling in the single toilet. A timeframe of 6 weeks has been given for this to be completed. As the proprietor of the service, she will ensure that any repair to the preschool building will be noted straight away to the club chairperson

In order to facilitate the care needs of the children the temperature of the rooms should be between 18°C and 22°C (2) The temperature of the care room was recorded as 14.2°C, ambient room temperature for the children to work and play should be between 18°C and 22°C. (d) (1) The cork tiles in the paint area were encrusted with paint and had holes making them difficult to clean

- (c) (1) A new heater has been installed in the bathroom area. (2) The temperature on the thermostat has been increased and the room is now monitored to ensure the temperature is between 18°C and 22°C as required. (d) (1) The damaged cork tiles will be replaced
