An inspection records what inspectors saw **on one day**; services respond with corrective actions — [how to read this](/methodology.md). 30 June 2026 ##### [All About Kids Ltd](/creche/all-about-kids-ltd-doon.md), Doon · Regulation 19 — Health, welfare and development of child - Basic Needs: The dignity of the children was not supported when children used the upstairs bathroom from Preschool room 2. Low-level partitions with no doors enclosing the 2 toilets were in place in the bathroom facility. The bathroom and the playroom doors were wedged open onto the corridor to facilitate the supervision of children by the staff from the playroom. However, the children sitting on the toilets were visible to the other children and the inspector on the day as the doors to the bathroom and the playroom were all open. This practice was contrary to the toileting policy which states that the “the child’s privacy should be maintained “ - : The registered provider has stated in the corrective and preventive form (CAPA) that: Basic Needs: Following on from the inspection arrangements were made to fully replace the existing children’s toilet cubicle which is linked to Pre-school 2 room. A designated company will install a new cubicle with extended partition walls and fitted doors. The redesigned cubicle will provide children with an increased level of privacy while using the toilet facilities. The extended walls will also create a more spacious cubicle, ensuring children are comfortable and their dignity is maintained at all times. For the toilet in the Toddler changing room, a door has been ordered to be fitted as well. The service will ensure to carry out regular environmental and health and safety checks. The conditions and suitability of the toilet facilities will be monitored. Any issues identified will be addressed promptly to ensure children’s privacy, dignity, and wellbeing are maintained at all times. Future refurbishments to the environment will also be reviewed against Tusla standards to ensure ongoing compliance 23 June 2026 ##### [TLC Childcare](/creche/tlc-childcare-newcastle-west-2.md), Newcastle West · Regulation 19 — Health, welfare and development of child - (1)(a) Basic Needs 1. The comfort of the children was not met when the soiled clothes of the children were not changed after their meals. Bibs were only used when parents provided them, however additional clothes were available. The soiling from the morning snack remained on the clothes of the children after lunchtime - 1. The registered provider has committed to ensuring that the children’s clothes are changed when needed and has requested additional clothing changes from parents. To comply with established nutritional standards for extended hours, a daily hot meal must be served to children attending during extended hours. There was no documented menu plan available to demonstrate how the service intended to meet these nutritional requirements - The service developed a revised menu plan which included an option of a freshly prepared meal for the children who attend for the extended hours each day 17 February 2026 ##### [Karibu Montessori](/creche/karibu-montessori-annacotty.md), Annacotty · Regulation 19 — Health, welfare and development of child - BASIC NEEDS The privacy and dignity of children was not respected at nappy changing. Three children aged 2-3 years from the Pre-Ecce room were observed having to wait in the nappy changing area sitting on a ledge while another child was having its nappy changed in the sanitary accommodation upstairs - Management have advised the staff member in charge of this room to seek cover from management or another staff member when nappy changing needs to take place. This will ensure that only one child will be in the sanitary accommodation at any one time and the privacy and dignity of the children will be respected at all times. Management will ensure that all staff have adequate cover when nappy changing is required and the privacy and dignity of children will be respected at all times 28 May 2025 ##### [Little Explorers](/creche/little-explorers-cappamore.md), Cappamore · Regulation 19 — Health, welfare and development of child - PHYSICAL AND MATERIAL ENVIRONMENT: 1.The sensory materials such as the sand, paint, crayons and paper were not readily accessible, open and visible to the pre-school children in the playroom. The small box of sand was located on a shelf inaccessible to the children, and the paints, crayons paper, brushes were stored in the same shelf behind closed doors. The staff members stated they made the decision as to when these play materials, such as the sand and water play, crayons, paints etc, were available to the children. When materials are not visible and readily accessible, it does not allow the children to think for themselves and extend their own learning - : The registered provider has stated that: Sensory materials will be out at all times throughout the morning. The sensory materials were packed away around 1020 for lunch 17 January 2025 ##### [Care Bears Creche and Montessori](/creche/care-bears-creche-and-montessori-raheen.md), Raheen · Regulation 19 — Health, welfare and development of child - BASIC NEEDS 1.The outdoor area was closed as the playground was damaged following a recent storm. Additionally, there was no appropriate outdoor space for children who were not yet walking. This was highlighted in a previous inspection in March 2024. It is acknowledged that on the day following the inspection, photographic evidence was forwarded to the Office of the Early Years Inspectorate, showing evidence that the outside area was cleaned, all broken furniture was removed, and children had resumed using this area of the service 2. The dignity and privacy of children were not ensured during nappy changing. Three children from the Toddler room were taken to the changing room together, where they had to stand and wait for their turn while each child was changed, one at a time. This procedure did not meet the required standard of changing only one child at a time - 1.All repair works were completed in the outdoor area and the facility was reopened for the children. Plans to establish a separate safe area for the younger children were in progress. 2. The nappy changing policy at the service was reviewed. Children no longer must wait their turn in this area of the service. A copy of the new procedure was displayed in the changing area to remind staff of the updated policy 15 January 2025 ##### [Thumbelinas Creche](/creche/thumbelinas-creche-limerick.md), Limerick · Regulation 19 — Health, welfare and development of child - Basic Needs: 1.The children in the Toddler room did not have daily opportunities for change of environments and they spend long periods each day in the same space. This lack of variety could lead to boredom, frustration, and limited development of gross motor skills like coordination and balance. Making use of all vacant space within the premises at all times during the day could offer the change of environment required. Physical and Material Environment: 2.There was insufficient amount of play materials indoors to encourage gross motor development for the Toddler age group. There were limited tunnels and climbing structures that encourage physical activity and sensory exploration. Equipment/materials, e.g. obstacle courses that toddlers could navigate, to enhance their coordination, balance and motor skills were not available. 3. Childrens time outdoors was weather dependent There was no sheltered area outside which would allow children engage in outdoor play on rainy or windy days. Having access to more environment changes would alleviate boredom for children who are indoors for prolonged periods - 1.Outlined in the corrective action report was a detailed plan of how children with their key workers now move to various different spaces indoors and outdoors and experiencing different play opportunities during each day. 2.Additional equipment to encourage and enhance children’s gross motor development were purchased for the service. 3. Work has commenced on planning and developing a sheltered outdoor area for children to ensure their time outside is not weather dependent 28 February 2024 ##### [Future Heroes Childcare](/creche/future-heroes-childcare-ballinacurra.md), Ballinacurra · Regulation 19 — Health, welfare and development of child - Basic Needs The children from the Butterfly room used the sanitary accommodation next to the main entrance of the building. In the bathroom there were 2 water closets but there was no divider or partition between the 2 toilets. The privacy and the dignity of each child cannot be guaranteed in this area of the service - The registered providers have put a partition in place separating both water closets in the bathroom used by the preschool children. During busy periods the noise level from both rooms was very high. The ability to concentrate in a noisy environment can affect a child’s capacity to learn. An arrangement to fully separate both rooms would create a more restful environment in both rooms - In reply to the inspection report the registered provider stated that they are currently applying for the Building Blocks expansion grant in order to build up the half wall between the Baby and Toddler rooms. This will create two separate individual rooms helping reduce noise levels. The service will maximise the use of the outdoor areas especially during the spring/summertime. This will help to reduce noise levels inside.
