The inspector observed the door leading into the toilet in the Catkins room was secured on occasions during the session. This restricted the 5 children who were toilet trained to use the toilet independently as they needed to - 1. Staff were informed at a staff meeting held in July of the importance of keeping the door leading to the toilets unlocked, so that children can access the toilets as they need to. The children’s need for rest and relaxation during the session was not met. Garda vetting disclosures had been obtained for the 5 adults attached to the service. However, 1 vetting disclosure was not within the previous three years in adherence with the Early Years Inspectorate Regulatory Notice ‘EY-RN12.3 Renewal of Garda Vetting’ - The renewal Garda vetting application was submitted. There was no rest area provided in the creche where children to opt out of an activity or rest as they wished to during the day. Physical and Material Environment: 2. The creche did not an adequate amount of play materials and equipment readily available and accessible to the children on inspection - 1. Seating and a cozy area for rest time was added immediately. 2. Additional play materials that are readily available and accessible at all times were added. All staff were informed that at all times seating will be available to the children and that a variety of play materials are to be accessible at all times to the children 1 April 2025 ##### [Early years service TU2015KY113](/creche/tu2015ky113.md), Tralee · Regulation 19 — Health, welfare and development of child - BASIC NEEDS: 1.There was no hot water available at the wash hand basins in the sanitary accommodation. The water pressure in the hot taps was also too low and was reduced to a trickle. To ensure effective and hygienic hand washing for the children, an adequate supply of thermostatically controlled hot water was required at all wash hand basins at all times. 2. The service lacked comfortable seating for adults allowing them space to sit next to children when needed. The preschool room's soft couches were only for children, limiting meaningful staff-child interactions - 1.Works have been completed at the service to adjust and increase the water pressure in the hot tapes. To ensure hygienic washing of hands the water temperature has been adjusted to ensure it is stable at 39° Celsius. The water heater is on a timer to ensure it is working at all times when the service is operational. 2.Comfortable adult seating has been added to the room to ensure staff and children can sit together and enjoy meaningful interaction time 17 February 2025 ##### [Greta's Childcare](/creche/greta-s-childcare-tralee.md), Tralee · Regulation 19 — Health, welfare and development of child - Basic Needs The children were not adequately supported to rest and sleep on the soft matting and the stackable bed in the allocated space in the playroom during the afternoon of the inspection. A staff member did not stay with the children to settle them down to rest/sleep. The children were observed moving between matting and the stackable bed, taking toys from each other which caused some children to become upset - An area of the playroom will be sectioned off for the rest/sleep period, the correct space will be allocated between the beds, and an allocated staff member will be supervising the children at all times. Each of the children attending the service on a full day care basis did not have a main hot meal served in line with the requirement for children attending a service for on a full day care basis that 1 meal must be a hot meal - 1. The parents have been asked to bring in meals that can be re-heated for the children who are attending on a full say care basis. Suggestions have been given to the parents to assist them with making healthy meal choices. If the meal is not provided the parent will be contacted to deliver one. A record of the daily main meal will be recorded 5 December 2024 ##### [Starlight Starbright Montessori Pre School](/creche/starlight-starbright-montessori-pre-school-tralee.md), Tralee · Regulation 19 — Health, welfare and development of child - Basic Needs: The outdoor play area was not in use during the inspection, with the registered provider noting limited use during the winter months. It is recommended that children have access to the outdoor space year-round to support their learning and development needs - The outdoor area was reviewed by the registered provider following the inspection of the service. The space was deep cleaned. All play equipment that was in storage for the winter, was returned to the area and the facility was made accessible to the children on a daily basis 7 November 2024 ##### [Sliabh Luachra Montessori](/creche/sliabh-luachra-montessori-rathmore.md), Rathmore · Regulation 19 — Health, welfare and development of child - BASIC NEEDS: (1) The inspector observed that drinks were not available to the children in Dancing Daisies room outside of mealtimes. On the day of inspection. the children were seen to place their bottles outside a locked door after mealtimes. In conversation with staff, bottles and lunch bags are stored in the hallway. This reduces the chance of adequate hydration for the children. (2) Contrary to the services healthy eating policy which stated that spare lunches would be kept on the premises at all times, the inspector observed that no additional food was available in the service in the event a child forgot their snack or were hungry. In discussion, the registered provider stated that they do not keep additional food in the service. PHYSICAL AND MATERIAL ENVIRONMENT (3) There was no seating area or soft furnishings provided for the children to rest or relax in the Dancing Daisies care room where the children remained in until 2.15pm daily. The lack of a rest area prevented the children from having an area to relax or opt out when they required to do so - The following statements were made by the registered provider: Corrective and Preventive Action 1. Children now have access to water throughout the day and drinks will be stored in the care room in the future. 2. Food has been purchased to ensure that it is available on the premises at all times. 2. 3.Soft furnishings have been added to the rest area and will remain in the room in the future 5 April 2024 ##### [Children's House Montessori, Killarney](/creche/children-s-house-montessori-killarney-killarney.md), Killarney · Regulation 19 — Health, welfare and development of child - BASIC NEEDS: (1) Contrary to the service’s healthy eating policy there was no breakfast or lunch available in the service. The inspector observed that children had access to their snack at 11.15 am. The service was operating on a part-time basis on the day of inspection for which the requirement is two meals and one snack. In conversation, staff stated that the service does not currently offer a breakfast posing a risk of the children running out of energy as they require to eat small amounts of food regularly throughout the day - The following statement was received from the registered provider; (1) The service recognises the importance of mealtimes. Parents/guardians provide meals and snacks and breakfast is available, on request, from the service. Emphasis is placed on the nutritional aspects of food with mealtimes forming an intrinsic part of the children’s social day. All staff are aware of the food requirements for children who are availing of part-time and full day care in the service 27 March 2024 ##### [Stepping Stones Childcare & Pre-School](/creche/stepping-stones-childcare-pre-school-tralee.md), Tralee · Regulation 19 — Health, welfare and development of child - BASIC NEEDS: (1) The inspector observed that there was no rest/quiet area available in the Toddler care room. In conversation staff explained that the sofa had been removed because the children were jumping on it, however it had not been replaced with more suitable soft furnishings preventing the children from being able to sit quietly away from noisy activities - The following statement was received from the registered provider; (1) Soft furnishings, including two children’s sofa’s and rainbow cushions, have been reintroduced to the rest/quiet area of the Toddler care Room. This is to ensure that there is a quiet area where children can sit away from noisy activities or rest throughout the day. Management have spoken with staff in the room in regard to the requirements for this area 12 March 2024 ##### [Little Rascals Childcare Facility](/creche/little-rascals-childcare-facility-tralee.md), Tralee · Regulation 19 — Health, welfare and development of child - Basic Needs: 1. When asked whether the children who attended one of the care rooms had any dietary requirements or food allergies, the adult who worked in the care room was unaware that three of the children in her care had specific requirements. This posed a risk that the children who may accidently ingest a food allergen or a food that parents had requested their child not consume. It was also at variance with the service’s Diet and Nutrition policy, which stated: ‘Where necessary, staff will be provided with the information regarding dietary requirements’. Supporting Relationships 2. Communication with the parents/guardians of the younger children was done by the registered provider and no evidence of communication with parents/guardians was evident where the written staff observations for a child would warrant discussion with parents. No parent-teacher meeting was planned for the younger children - 1. The registered provider has updated all staff on the allergies and dietary requirements for the children in their care. A list has been made available in each care room with the children’s allergies recorded for easy access by staff. The registered provider has committed to updating this as required. 2. The registered provider in consultation with the staff have reviewed how the service and staff communicate with parents and a plan is being implemented to issue an observation sheet to parents/guardians on a regular basis and if/when necessary a meeting will be planned between the parents and management. A communication book has been purchased and the use of this will be monitored by the registered provider 17 January 2024 ##### [Scallywags Pre-school](/creche/scallywags-pre-school-killarney.md), Killarney · Regulation 19 — Health, welfare and development of child - BASIC NEEDS: (1) Water was unavailable to the children throughout the morning. Two water carriers on the window sill were noted to be empty and while the children had one cup of water at snack time, no water further water was provided throughout the morning. The Registered Provider is responsible for ensuring drinking water is accessible at all times - (1) Water is available and accessible to the children at all times 15 March 2023 ##### [Valentia Island Resource and Childcare Centre](/creche/valentia-island-resource-and-childcare-centre-valentia-island.md), Valentia Island · Regulation 19 — Health, welfare and development of child - 1. During inspection of the creche room it was observed that the radio/CD was on for the duration which emitted constant background noise, even when nursery rhymes were sung, and stories were read. 2.Mealtimes in the pre-school room were not very sociable as the staff did not sit with the children and some of the children were walking around the room whist eating - & Supporting Documentation Submitted 1.The manger stated that use of the CD will be timetabled, and staff members have been trained in this new practice. A policy stating correct use of the CD was submitted. 2.The manger stated that staff members have been trained to adhere to the service healthy eating policy, to reinforce practices to ensure that they sit with the children during meals and encourage a more interactive and sociable time. The said policy was submitted stating the above. Summary Comment The identified breaches have been suitably addressed through the CAPA and submitted policies which were closely reviewed.
