##### Regulation 9 — Management and recruitment

- (2)(a)(b) The registered provider had not ensured the following: • There was no evidence of validation of six references for 3 adults. (2)(d) International police vetting not available for 1 adult who had lived outside of the state for a period of more than 6 months. (3) The procedures as outlined in paragraph (2) were not carried out prior to adults working with or having access to children in the service, as evidenced by the following examples: • Garda vetting disclosures in relation to 3 adults prior to these adults having access to and contact with the children. • Validation of 6 references, as stated above, not obtained in relation to 3 adults prior to these adults having access to and contact with the children. (4) Documentary evidence was not available for 1 adult who may work directly with the children in the service to confirm that they held at least a major award in Early Childhood Care and Education at Level 5 or above on the National Framework of Qualifications or a qualification deemed eligible by the Department of Children, Disability and Equality

##### Regulation 23 — Safeguarding health, safety and welfare of child

- Infection Control: 1. A pedal operated bin was not in use in the first-floor sanitary accommodation or in the Squirrels room. The bin provided increased the risk of cross contamination due to the numerous touch points required to dispose of a soiled nappy. The waste bin in the Squirrels room had a broken pedal operated lid which was open, increasing the risk of contaminating the hands of those using the bin. Action submitted by the Registered Provider Corrective Action & Preventive Action Infection Control: The registered provider stated that new bins had been provided. Summary Comment The Inspectorate has accepted the assurances of the registered provider that appropriate measures have been taken to address the non-compliance found on inspection. The registered providers must ensure that all reasonable measures are taken to ensure that the service is maintained in a suitable condition. This regulation will be assessed at the next inspection
