Limerick): what Tusla inspections found — 4 published inspection(s), non-compliances and the provider's corrective actions. ## TLC Childcare Full Day · 0 - 6 Years · Newcastle West, Limerick · Tusla ID **TU2016LK013** · Registered since 1 January 2026 An inspection records what inspectors saw **on one day**; services respond with corrective actions — [how to read this](/methodology.md). #### Inspection of 23 June 2026 — Inspection Report Full report (PDF, Tusla) ##### Regulation 9 — Management and recruitment - (3) The vetting procedures inclusive of staff to have Garda and Police vetting and validated references completed prior to staff commencing in the service were not completed for 13 staff. This was not in adherence with the services recruitment policy. This may pose a risk of staff that may not be appropriately vetted having access to children - (3) The registered provider has updated their recruitment policy to ensure all staff are fully vetted prior to starting work in the service, previously they started work but did not have access to children until fully vetted. The registered provider will ensure all staff are vetted prior to commencing in the service ##### Regulation 15 — Record of pre-school child - (1) Of the all records reviewed the requirements under (f)- (i) were not available. This included records of illnesses or allergies, whether the child had been immunised or the availability of the GP contact details. Not ensuring this information is available to the staff caring for the children may delay the appropriate care of the child - (1) The registered provider has developed a software process for parents/guardians to complete and update all requirements as set out on (f) –(i) above. The prototype was reviewed and contained all requirements ##### Regulation 19 — Health, welfare and development of child - (1)(a) Basic Needs 1. The comfort of the children was not met when the soiled clothes of the children were not changed after their meals. Bibs were only used when parents provided them, however additional clothes were available. The soiling from the morning snack remained on the clothes of the children after lunchtime - 1. The registered provider has committed to ensuring that the children’s clothes are changed when needed and has requested additional clothing changes from parents. Management will continue to review this to ensure adequate supplies of clothes are available to ensure the comfort of the children ##### Regulation 23 — Safeguarding health, safety and welfare of child - Infection Control: 1. Hand washing for the children was not observed after nappy changing in one of the care rooms. Also the staff were not observed to wash their hands after nappy changing in a different care room and subsequently handled children’s equipment. Not ensuring both adults and children’s hands are washed frequently especially after nappy changing may increase the risk of contamination and cross infection. Action submitted by the Registered Provider - Infection Control: 1. The importance of hand washing has been reiterated to all staff. All staff have been advised to re-read the infection control policy. Management have committed to monitoring the hand-washing practices in the service Found compliant: Regulation 10, 11, 21, 22, 29. #### Inspection of 10 March 2025 — Inspection Report Full report (PDF, Tusla) **Immediate action notice.** : 23rd of June 2025 A regulatory compliance meeting was held by the Inspection and Registration Manager with the registered provider to discuss the inadequate responses to the non-compliances identified in Regulation 19. Acknowledgments The inspectors wish to acknowledge the cooperation of the registered provider, person in charge, staff and children who were present on the day of the inspection. ##### Regulation 10 — Policies, procedures etc. of pre-school service - 1. There was an unsettled child crying from 12.00 hrs to 12.45 hrs in the Bunny room, and staff were having difficulty trying to settle this child into the routine of the room. Staff stated it was the child’s first day in the service, and the child attended for up to five hours. The settling in policy was not available for the inspectors to review on the day of the inspection. The person in charge was unable to download the policy from the computer and there was no hard copy available. This may potentially impact on the care of the settling in child as staff may not have been aware of the correct procedures to follow to support the child to settle - : The registered provider has stated in Corrective and Preventive Action (CAPA) response 1 and response 2 that: Additional measures are now in place to ensure all staff have access to the policies on the services laptop/ desktop. A copy of the Settling in Policy was submitted to the Inspectorate and service is currently working to update this current policy ##### Regulation 19 — Health, welfare and development of child - 1. An infant younger than 12 months in the Bunny room was not held in a staff member’s arm while bottle feeding. The child was self-feeding, drinking a bottle while placed in a stationery piece of play equipment which posed a potential risk of choking or suffocation to the child. 2. Two children aged younger than 12 months were observed placed in two different pieces of stationery equipment where they had limited movement and were confined for up to 40 minutes. The children did not have the opportunity to move about freely, explore their environment and learn to crawl, sit and pull themselves up to a standing position. 3. Staff were unable to respond to the infants in a timely manner if they became upset as the two staff present were busy comforting an unsettled child and comforting a child that was settling into the service. This had the potential of impacting on meeting the basic needs of the other children in a timely manner. 4. A child who was settling into the service on its first day was unsettled having arrived at the service at 08:30hrs and wasn’t to be collected by its parents until 13. 00hrs. The staff member caring for this child was unable to put this child down as it was crying from 12.00 hrs to 12.45 hrs and therefore was unable to attend to the needs of the other children in the room. The settling in policy was not available when the inspector requested it from the person in charge - : In the CAPA document received on the 3rd of July following the regulatory compliance meeting on the 23rd of June the registered provider has stated: 1. At all times children will be held by a member of staff member while bottle feeding and provided with sufficient time to enjoy their bottle. At the staff meeting the importance of adult and child interaction was addressed particularly when bottle feeding a child. 2.The service has decided to remove the stationary play equipment from the playroom. 3. and 4. Additional support is available and will be available to the staff members working in the Baby room to support and assist during the busy times and also when an early year’s inspection is taking place in the service. The updated setting in policy was submitted and the parents were requested to participate in the review ##### Regulation 23 — Safeguarding health, safety and welfare of child - Infection Control: It was observed that the babies and toddlers in the Bunny room did not have their hands washed by staff before they ate their dinner. This increased the risk of cross infection between children and between staff. Action submitted by the Registered Provider - : The registered provider has stated in the CAPA 1 response that: Infection Control: Staff have undergone refresher training in food safety along with the infection control policy ##### Regulation 29 — Premises - (d) 1. The walls of the sanitary accommodation on the first floor were dirty and stained. 2. Flexes and wires were trailing from the ceiling to the floor in the lobby leading to the nappy changing area in the Ducky room. This posed a safety hazard to both the children and the staff. 3. Refurbishment work was incomplete in the small kitchen area off the Bunny room and posed a safety hazard to both the children and the staff. Babies’ bottles were being reheated in this area which was unclean and posed a risk of cross contamination - : The registered provider has stated in the CAPA response 1 and CAPA response 2 that: 1. The walls in the upstairs toilets have been repainted. 2. New fibre broadband had been installed, and the fibre cable has been secured to the wall. 3. The work in the small kitchen has been completed Found compliant: Regulation 9, 11. #### Inspection of 18 September 2024 — Inspection Report Full report (PDF, Tusla) ##### Regulation 21 — Equipment and materials - 1. The variety and quantity of play materials/equipment and age-appropriate books in the Dolphin and Octopus playrooms was insufficient. There was no supporting play equipment in the water and sand trays. 2. The outdoor area was poorly resourced with play equipment and materials for the children’s play. There was no sand, no water, no chalk or other materials for the children to play, explore and extend their learning. 3. There were no seating in the outdoor areas for the children and staff to sit and relax together in these areas - : The registered provider has stated in the response that: 1. Play equipment and materials have been ordered for the playrooms. 2. The entire outdoor area has been completely renovated, work for the large outdoor site will commence as soon as the service receives approval from the county council. The outdoor environment has been resurfaced and all materials reintroduced. Additional ride on equipment has been sourced. 3. Equipment and materials was ordered before the inspection and is now in place in the outdoor area ##### Regulation 29 — Premises - (d) 1. The walls in many of the playrooms, bathrooms and corridors were marked, and unclean. 2. The floor covering in the upstairs bathroom was lifting from the wall , making cleaning difficult. 3. Many of the shelving units in the playroom appeared marked, worn, and in a poor state of repair. 4. The outdoor area was unclean , the walls were dirty and the wooden furniture chipped and in a poor state of repair. The supply of bark in the outdoor area was inadequate and it appeared dirty and unclean - : The registered provider has stated in the response that: 1. A painting company was contracted to paint the entire interior of the building and this work has now commenced. The service will review how art work and other items of interest will be displayed in the service. 2. The capping has been replaced and a surplus is now in stock. 3. Some units have been replaced and others will be sanded and painted. 4.
