The outdoor area had been used for storage of furniture, reducing the space available to the children to play safely. The person in charge stated that the children had not yet played outside this September. No outdoor play opportunities were organised for the children, during the inspection despite one child asking to play outside. Children need opportunities for outdoor play every day to ensure their social, cognitive gross and fine motor developmental needs are met - The outdoor area was cleared of stored furniture. Children will be given the choice to play outside each day ##### Regulation 23 — Safeguarding health, safety and welfare of child - General Safety: 1. Garda vetting was available for all staff members. However, two staff members’ vetting disclosures were not dated within the previous three years contravening the Early Years Inspectorate Regulatory Notice ‘EYI-RN12.3 Renewal of Garda Vetting’. Action submitted by the Registered Provider - General Safety: Garda vetting was applied for for the two staff members. A renewal form has been completed to remind the person in charge when garda vetting needs to be renewed ##### Regulation 26 — Fire safety measures - (1)(b) (2)(c) There was no record available of the last maintenance check of firefighting equipment and no record available of the type of, number, or maintenance of smoke alarms or fire detection system - Fire fighting equipment replaced and serviced in September 2025 . Fire detection/alarm system serviced September 2025 Found compliant: Regulation 9, 11, 16, 29. #### Inspection of 25 September 2023 — Inspection Report Full report (PDF, Tusla) **Immediate action notice.** An Immediate Action Notice for Garda Vetting was issued on the 25th of September 2023. A response was received by the registered provider on the 26th of September 2023 and this response was accepted by the Inspector. ##### Regulation 9 — Management and recruitment - Validated references were not available in respect of two staff members. (c) The required Garda Vetting disclosures were not available in respect of two staff members. An Immediate Action Notice was issued on the 25th of September 2023 and a response was received on the 26th of September 2023 - The required Garda Vetting disclosures had not been obtained before two staff members had commenced working in the pre-school service. This practice was found to be non-compliant on the previous inspection on the 9th of December 2021. The corrective actions submitted following this inspection failed to prevent recurrence of this non-compliance - (2)(a)(b)&(c) References have been verified. Garda vetting had been applied for and was received and submitted the next day. The affected rooms were closed until the vetting was received - Policies have been reviewed to ensure that this non-compliance will not happen again. Non compliances have been added to a checklist to be checked on a monthly basis ##### Regulation 16 — Record in relation to pre-school service - Written details were not available of the name, position, qualifications and experience of the three employees working in the pre-school service. (i) There were no written details available of staff rosters on a daily basis. (k) There were no written parental signatures for the records detailing the accidents, injuries or incidents involving the child attending the pre-school service - (1)(a)(i)&(k) Written details of name, positions, qualification and experience are displayed in the hall. Staff rosters are filled in and displayed on the wall in the hall. Parents have signed accident and i ncident records. All non-compliances have been added to a list to be checked on a monthly basis ##### Regulation 23 — Safeguarding health, safety and welfare of child - Infection Control: 1. While Cleaning schedules were available for each pre-school room they had not been maintained. This practice was found to be non-compliant on the previous inspection on the 9th of December 2021. The corrective actions submitted following this inspection failed to prevent recurrence of this non-compliance. 2. There were no paper hand towels available for effective hand drying after hand washing in the sanitary area of ECCE 1 and ECCE 2. When this was brought to the attention of the person in charge, it was found that there were no paper towels in stock on the premises. This was inadequate for infection control purposes. This practice was found to be non-compliant on the previous inspection on the 9th of December 2021. The corrective actions submitted following this inspection failed to prevent recurrence of this non- compliance. Action submitted by the Registered Provider - Infection Control: 1&2 Cleaning schedules have been reintroduced. Paper towel stocks have been replenished This non-compliance has been added to checklist to be checked on a daily basis ##### Regulation 26 — Fire safety measures - There was no record in writing detailing the maintenance of the smoke detection system in the service. This practice was found to be non-compliant on the previous inspection on the 9th of December 2021. The corrective actions submitted following this inspection failed to prevent recurrence of this non-compliance - Smoke detection systems have been checked and signed off by Assistant Chief Fire Officer from Wicklow County Council.
