Immediate action notice. An Immediate Action Notice was issued to the Registered Provider on the 29 January 2026 in relation to Regulation 25-First Aid. The notice was issued to the service as no member of staff held current first aid training. • The registered provider submitted an adequate response to the Immediate Action Notice on the 30 January 2026. Please see the body of this report under Regulation 25-First Aid for further details. Acknowledgments The inspector wishes to acknowledge the cooperation of the registered provider and children who were present on the day of the inspection.
Regulation 23 — Safeguarding health, safety and welfare of child
General Safety: 1. There was a metal screw protruding from a damaged section of a wooden toy kitchen that posed a potential risk of injury to a child. Infection Control: 2. A push-top bin was provided and used by the children for disposal of paper towels in the children’s sanitary unit instead of the required foot pedal operated bin posing an infection control risk. Regulation 25 — First aid
There was no person with first aid training immediately available to the children in the service and an Immediate Action Notice was issued to the registered provider on the 29 January 2026 in relation to this. The registered provider submitted a response on the 30 January 2026 with evidence that a paediatric first aid course had been undertaken by a staff member on the 29 January 2026 as a short-term measure. Evidence that the required FAR course had been organised for a staff member to commence on the 1 February 2026 was also submitted
(a) There were no eye pads with bandages available in the first aid equipment bag

A staff member completed a Paediatric First Aid course on the 29 January 2026 and completed FAR course training on 14 March 2026. In future FAR training will be kept up to date. (2)(a) Eye pads with bandages are now in the first aid box
Regulation 16 — Record in relation to pre-school service
(f) The opening hours stated in the service’s Statement of purpose and function and displayed in the hall had not been updated to reflect the service’s opening hours

Regulation 23 — Safeguarding health, safety and welfare of child
General Safety: 1. A drawer in the kitchen area containing cutlery and a sharp knife did not have a securing device in place and was accessible by the children posing a safety risk. 2. A door beside the children’s sanitary unit leading into a garage that contained a large amount of broken equipment and cardboard packaging was unsecured and posed a potential safety risk to children. 3. There was an unsecured door in the hallway leading to the boiler/controls for the heating system that posed a potential safety hazard if accessed by children. 4. The wooden playhouse in the outdoor area was damaged with splinters protruding and there was a crack in a blue toy tractor trailer posing safety risks to children. 5. A toy kitchen in the dining room/kitchen area was broken with a metal screw protruding from it and posed a risk of injury to children playing with it. 6. Several of the radiator cover wooden panels on radiators in the indoor play areas were insecurely attached and posed a safety risk to children. Infection Control: 7. The children were observed to use the same cloth hand towel to dry their hands following washing them which posed an infection control risk. 8. A push top bin was provided and used for the disposal of waste in the hall near the children’s sanitary area instead of a foot pedal operated bin as required. General Safety: 1. The drawer now has a safety clip attached to restrict access by children. 2. The door has a securing device to prevent children accessing it. The children no longer have access to the garage. 3. The door leading to the boiler is now secured to stop children accessing it. 4. The trailer has been removed. The playhouse is to be repaired in January 2024. 5. The toy kitchen was repaired. 6. The radiator covers have been reattached. The radiators are now safe, and children cannot touch them. Infection Control: 7. The cloth towel has been replaced with paper hand towels. The paper towels will help prevent the spread of infections. 8. A foot pedal operated bin is now in the hall
Regulation 29 — Premises
(c) Heated: At 10:50 hours the playroom air temperature was recorded at 16.8°C and at 16.6°C when rechecked at 11:30 hours which is below the required range of 18-22°C for a playroom. Ventilated: The children’s sanitary unit was an internal room and did not have a functioning mechanical ventilation system in place
