(4) Documentary evidence was not available to confirm that one staff member whose file was reviewed and who works directly with children in the service held an appropriate childcare qualification on the National Framework of Qualifications, or a qualification deemed by the Minister to be equivalent - Corrective Action (2)(a)(b) Manager is no longer using this person as cover staff. (4) The staff members information has been removed from file. Preventive Action A preventive action was not provided by the registered provider. Summary Comment The registered provider has stated that the relief staff member who required references and proof of qualification is no longer employed in the service, this addresses the non-compliance found. This regulation will be assessed at the next inspection to ensure that all staff have the required references and qualifications ##### Regulation 23 — Safeguarding health, safety and welfare of child - General Safety: Garda vetting was available for 1 staff member. However, this vetting disclosure was not dated within the previous three years in adherence to with the Early Years Inspectorate Regulatory Notice ‘EYI-RN12.3 Renewal of Garda Vetting’ - Corrective Action General Safety: 1. Garda vetting has been applied for through early childhood Ireland. Preventive Action 1. A check list has been attached to vetting folder. Summary Comment In a follow up email received on the 23/07/2024, the registered provider stated that the staff member that required updated Garda vetting is no longer employed in the service. This has addressed the non-compliance. The Garda Vetting records will be reviewed at the next inspection ##### Regulation 24 — Checking in and out and record of attendance - (1) At 09:40am two children who were present in the service were not signed into the attendance register. This is a safety risk in the event of the service requiring an emergency evacuation - Corrective Action (1) The daily child attendance record is marked as each child arrives on the premises. Preventive Action (1) All staff have been informed. Summary Comment The actions as stated by the registered provider in the corrective and preventative actions addresses the non- compliances identified. The non-compliance for regulation 24 - Checking in and out and record of attendance has been addressed ##### Regulation 26 — Fire safety measures - (b) A record was not kept of the number, type and maintenance of the firefighting equipment in the premises - Corrective Action (b) Two new fire extinguishers are in place with receipt of date of purchase. Preventive Action (b) Fire extinguishers will be serviced yearly ##### Regulation 29 — Premises - (d)The outer covering on the arm of the small armchair in the main preschool room was torn with foam exposed - Corrective Action (d) Chair is no longer on premises. Preventive Action Regular checks of worn furniture are added to the cleaning schedule. Summary Comment The evidence submitted by the registered provider in relation to regulation 29 - Premises has been reviewed and accepted Found compliant: Regulation 11, 19, 25. #### Inspection of 24 May 2021 — Inspection Report Full report (PDF, Tusla) ##### Regulation 23 — Safeguarding Health, Safety and Welfare of child - : Significant risks in relation to the safety of the children have been identified in relation to general safety: 1. The water temperature in the sinks in the sanitary accommodation was recorded at 49.8oC on the day of inspection which exceeded the recommended safe maximum water temperature of 43oC. This posed a risk of scalding for the children in attendance. When made aware of this, the registered providers facilitated the children to wash their hands at the sinks in the care rooms as a control measure until the water supply in the sanitary accommodation is thermostatically controlled. 2. Fire drills were not being practiced on a monthly basis to familiarise both adults and children of the correct procedures to follow in the event of a fire. The last recorded fire drill took place in February 2020 - submitted by the Registered Provider The registered provider stated the following corrective actions and preventive actions have been carried out: CORRECTIVE ACTION 1. Sinks in the sanitary accommodation have been installed with thermostatic devices to regulate the temperature of water to a safe temperature. 2. Fire drills with the children were resumed on 1st June 2021 (due to COVID-19 fire drills were not regular, this has been rectified). PREVENTIVE ACTION 1. Water temperature will be tested monthly and has been added to the cleaning schedule. 2. Fire drills will be carried out monthly and records will be displayed. Summary Comment The registered provider submitted the following documentary evidence: • A plumber’s report and receipt for the supply and fitting of 3 thermostatic mixing valves in the service. The corrective actions and preventive actions submitted by the registered provider have addressed the non-compliances identified on inspection in relation to Regulation 26.
