Inspection of 29 January 2026 — Inspection Report

Regulation 16 — Record in relation to pre-school service

  • (k) Eleven records were reviewed and while it is acknowledged that seven records had been completed as required by the regulation, the following information was missing on four of the records: • There was no evidence of a parent signature on four records, confirming that parents had not been informed of any such accident or incident. • Three records available for inspection had not been shared with parents as all triplicate pages relating to each of these incidents remained on file
Provider's corrective action:
  • All four unsigned accident and incident forms have been issued and signed by parents. The registered provider confirms that all accident and incident files are now fully up to date on the premises and parents have a copy. To prevent this non-compliance from reoccurring in the future, the registered provider has confirmed that the service has now implemented the following preventative measures to ensure all accident and incident forms are discussed, signed and a copy provided to parents along with compliant recording of same filed on premises. Management have discussed the importance of the requirement with all staff. The manager has implemented a new procedure for checking the accident and incident book before daily collections to ensure that any required actions are taken as appropriate. In the future, all accident and incident forms will be discussed, signed and a copy provided on the day to relevant parents and guardians

Regulation 23 — Safeguarding health, safety and welfare of child

  • Infection Control: 1. On their return indoors from playing in the outdoor play space, children were not supervised in handwashing, and the adults were not observed to wash their hands. The children were observed to access resources from the shelves to play with them. This poses a risk to staff and children in cross contamination and cross infection. Action submitted by the Registered Provider
Provider's corrective action:
  • Infection Control: To correct this non-compliance, the registered provider discussed this non-compliance with all staff on 13 February 2026 and the importance of hand washing for all children and staff when returning from outside play. This will be applied to our daily routine along with being checked and monitored by the manager and the registered provider. To prevent this non-compliance from re-occurring in the future, the registered provider in addition to holding a meeting with staff, has also erected new signage (with hand washing image) to remind staff and children of the requirement to wash hands after outdoor play. These are located at each exit and entry points to the service and in the sanitary area

Immediate action notice. An Immediate Action Notice was issued to the Registered Provider on 28/02/2024 as unauthorised access was possible into the outdoor area and emergency medication which was required for one child was not taken into the garden while the children were outdoors. Their response was received on 29/02/2024 and was accepted. Acknowledgments The inspector wishes to acknowledge the cooperation of the Registered Provider, person in charge, staff member and children who were present on the day of the inspection.

Regulation 23 — Safeguarding health, safety and welfare of child

  • General Safety: 1. The outdoor area at the rear of the service was not sufficiently secured to prevent unauthorised person gaining access to the outdoor area when children were outdoors. It is acknowledged that a fence was in place around the perimeter however this fence had been damaged on the right-hand side of the back section causing the height to become lower posing a risk of unauthorised access. An Immediate Action Notice was issued to the Registered Provider on 28/02/2024. Their response was received on 29/02/2024 and was accepted. 2. Emergency medication which was required for one child was not taken into the garden while the children were outdoors. This action was part of the child’s agreed care plan. This could delay treatment in the event of an emergency posing a risk to the child. An Immediate Action Notice was issued to the Registered Provider on 28/02/2024. Their response was received on 29/02/2024 and was accepted. Action submitted by the Registered Provider
Provider's corrective action:
  • General Safety: 1. All highlighted fencing issues have been rectified by an outside contractor on the 22/03/2024. The new fencing has been installed covering the full perimeter of the south/west side of the outdoor play area to ensure no new additional gaps appear. Enniskerry Montessori will commit to more regular perimeter inspection of all related fencing areas. This will involve a daily routine check by staff but also a more comprehensive review each month by owner & manager. Where any damage or gaps occur, these fixes will be carried out as a matter of urgency either by our own staff or by an outside fencing company. 2. Going forward, Enniskerry Montessori will keep all children’s critical emergency medication in our portable “First Aid” bag which will be kept with our locked medical box when in the classroom. More importantly, this means emergency medication will always be with the staff and children when moving to the outdoor play area. There is now a new dedicated location for the first aid bag at the entrance of the garden play area which is easily accessible to staff but not to the children. We will ensure a checklist is used before leaving the classroom to the garden to ensure that emergency medication will be at hand when in the garden
