#### Inspection of 6 March 2026 — Inspection Report

##### Regulation 9 — Management and recruitment

- (d) Two adults did not have the required international child protection certificate available. It is acknowledged a basic disclosure was available for the two staff members
- A review of the documentation evidenced that the requirements of Regulation 9 (2) had not been completed prior to two staff members being appointed. Assigned or allowed access to or contact with a child attending the preschool service
- Two adults did not have the required certification that they held at least a major award in Early Childhood Care and Education at level 5 or above on the National Framework of Qualifications or a qualification deemed by the Minister to be equivalent. It is acknowledged that statement of results were provided

- In a written response the registered provider stated:
- Both staff members have successfully applied for and obtained an International Child Protection Certificate. We have since revised and updated our recruitment policy to include an International Child Protection Certificate for any potential employees who have lived outside of Ireland for more than six months as an adult
- We have since revised and updated our recruitment policy to include an International Child Protection Certificate for any potential employees who have lived outside of Ireland for more than six months as an adult
- The two staff members have since received their official certificates. One staff member has received a replacement certificate, and one staff member has received an eligibility to practice. We will no longer accept statement of results of proof going forward

##### Regulation 23 — Safeguarding health, safety and welfare of child

- General Safety: (1) In preschool room 4 there was a Bait box accessible to the pre-school children which posed a risk of safety to the preschool child. (2) The Nappy changing room beside preschool room 4 was being used to store cleaning materials which were accessible to the preschool children being changed. (3) There were no visibility strips on windows at the children’s eye level in preschool room 2, posing a risk of safety if the preschool children ran into them. Infection Control: (4) There was no waterproof covering on all 7 cot mattresses, therefore the cot mattress could not be cleaned efficiently after using posing a risk of contamination. Action submitted by the Registered Provider

- General Safety: In a written response the registered provider stated: (1) The bait box has been moved where the children can not gain access to it. A memo has been sent to staff. (2) A new lockable storage cupboard has been built in this room to store all cleaning materials all the cleaning materials will be stored in the new lockable cupboard. (3) We have turned the windows into display boards due to the children consistently removing the visibility strips. This makes it more noticeable. Infection Control: (4) We have purchased 14 new waterproof cot mattress covers. All educators in the room have been reminded to report any need for new mattress protectors due to wear and tear, or failure to be returned by our laundry provider

##### Regulation 9 — Management and recruitment

- (1) (d) It could not be determined if the international police vetting for four staff members was sufficient as there were no official translations for them available. From review of vetting documentation, it was evident that one staff member had lived outside of the State for a period of six consecutive months or longer and international police vetting was not available from this state. (4) There was no evidence to show that a qualification on file for one of the staff members met the regulatory requirements

- (1) (d) All 4 staff members have received official translations of their international police vetting. One staff member has given us a copy of her UK police vetting as she lived outside the state for more than 6 months. We will ensure all international police vetting in the future is officially translated. We will ensure that all persons who have lived out of the state for more than 6months have received vetting for that state. (4) Our staff member has emailed her Children’s Studies degree manuscripts to DCEDIY for Qualifications Recognition. All certificates will be checked against DCEDIY approved list from now on

##### Regulation 23 — Safeguarding health, safety and welfare of child

- Safe Sleep: (1) On the day of inspection one child aged under 24 months was placed to sleep on a stackable bed. Children under 24 months require a standard cot or appropriate floor bed with a support plan. On a review of documentation there was no support plan or parental consent in place. Action submitted by the Registered Provider

- Safe Sleep: (1) All children under 24 months will be placed on our appropriate floor beds, if a floor bed is not available the child will be placed in a cot in our sleep room. Floor bed consent has since been filled out for the child by their parent. All children under 24months who will be using a floor bed will have a parental consent form filled out before 1st use
