Kerry): what Tusla inspections found — 2 published inspection(s), non-compliances and the provider's corrective actions. ## Coolick Pre-School Sessional · 2 - 6 Years · Killarney, Kerry · Tusla ID **TU2015KY032** · Registered since 1 January 2026 An inspection records what inspectors saw **on one day**; services respond with corrective actions — [how to read this](/methodology.md). #### Inspection of 12 May 2025 — Inspection Report Full report (PDF, Tusla) **Immediate action notice.** An Immediate Action Notice was issued to the Registered Provider in respect of no adult on site with up to date first aid training. The service submitted a written response outlining the measures taken to mitigate the concern identified. **Immediate action notice.** compliance from re occurring. The Corrective Action and Preventive Action plan (CAPA) will be used to inform decisions about compliance with regulatory requirements. Where the registered provider fails to meet the statutory requirements an escalation process may be commenced. ##### Regulation 9 — Management and recruitment - (2) (a) Two validated references were not on file for one adult who was working in the service. (2) (d) Police vetting from outside the jurisdiction of Ireland was not available in respect of one adult who the inspector determined required it when speaking to the adult. (4) One adult working directly with the children attending the service had no record of at least a major award in Early Childhood Care and Education at Level 5 or above on the National Qualifications Framework or a qualification deemed by the Minister to be equivalent on file. The inspector was informed this adult was currently undertaking Level 5 in Special Needs Assistance and certification in respect of the components completed were available - (2) (a) 2 written validated references are now on file. A staff file checklist from the Tusla inspection tool is now in use in the pre-school. (d) The staff member has applied for Police vetting. A staff file checklist from the Tusla inspection tool is now in use in the pre-school. (4) There are now 2 fully qualified staff working with the children in the pre-school. An additional staff member has been employed who can cover sick leave and a staff file is in place for the staff member ##### Regulation 16 — Record in relation to pre-school service - (a) There was no Curriculum Vitae on file for one person working with the children. (h) On the inspector’s arrival to the service the attendance record, both the arrival and the departure times for each of the 17 children was filled in. The arrival time was recorded for between 08:50 and 09:00 am and the departure time for 11:50 am. The inspector observed that 3 children left the service at 11:50 am. Not accurately recording the arrival and departure times for children poses a safety risk to children in the event of a fire evacuation. (i) The last recorded staff roster was 14.03.’25. Without a complete record of staff attendance, it was not possible to determine if the adult child ratios were maintained - (a) A Curriculum Vitae is now on file. A staff file checklist from the Tusla inspection tool is now in use in the per-school. (h) The staff have been advised to accurately record the arrival and departure times for each child. It has been explained to each staff member the importance of only signing out a child when they actually leave. The room Leader will check the role book to ensure the children are signed in and out correctly. (i) All the staff are signing in and out of the service on the roll book each day. The room Leader will check this weekly ##### Regulation 23 — Safeguarding health, safety and welfare of child - Infection Control: 1. The children’s perishable food items were not placed in the fridge to prevent food spoilage. The perishable items for the second snack time were placed in the fridge at 11:10 am, the start of the first snack time. This was observed at the last inspection of 14.6.’24, with the service response that the perishable food items would be stored in the fridge. This practice was not observed on inspection. Action submitted by the Registered Provider - Infection Control: The children’s perishable food items are to be stored in the fridge on the children’s arrival to the service. All staff are aware of this and a reminder notice is now placed on the fridge ##### Regulation 25 — First aid - (1) There was no adult on site on the day of the inspection with up to date First aid training. An Immediate Action Notice was issued to the Registered Provider in respect of no adult on site with up to date first aid training. The service submitted a written response outlining that a person with up to date FAR will be rostered to work as and from 19.5.’25 - A staff member with FAR training will always be present ##### Regulation 27 — Supervision - The supervision of the children attending the service was inadequate on the day of the inspection on the occasion when the children were returning through the corridor of the National school as they returned from playing in the outdoor area with the 2 adults - A new procedure has been implemented for going to and from the outside. All staff are aware of the procedure following it each day. The procedure is displayed in the service Found compliant: Regulation 11, 19, 22, 28, 29. #### Inspection of 14 June 2024 — Inspection Report Full report (PDF, Tusla) **Immediate action notice.** An Immediate Action Notice was issued to the Registered Provider in respect of no adult on site with up to date first aid training. The service submitted a written response outlining the measures taken to mitigate the concern identified. ##### Regulation 15 — Record of pre-school child - A record in writing referred to in paragraph (1) in respect of 2 children attending the service were not on file on the day the inspection took place - The said records were located and placed in the correct folder. A staff member has been allocated to check the folders each moth to ensure all the documentation is in place ##### Regulation 23 — Safeguarding health, safety and welfare of child - Infection Control: 1. The children’s perishable food items were not placed in the fridge to prevent food spoilage until the first mealtime began at 11 am. 2. Unwrapped filled bread rolls were placed in the fridge for the second mealtime posing a risk to children of cross contamination. 3. Some food served to the children in respect of a child’s birthday celebration was served directly on the tables posing a risk of the spread of infection. Action submitted by the Registered Provider - Infection Control: 1.& 2. All food will be placed in the fridge, in a separate zip lock bag with the child’s name. The parents will be packing the lunches. All staff members have been advised on how lunches should be stored in the fridge. 3.Paper plates and napkins will be used for future parties. Staff have read the policy on infection control in the service ##### Regulation 25 — First aid - (1) There was no adult on site on the day of the inspection with up to date First aid training - All the staff have completed their first aid refresher training courses.
