#### Inspection of 22 May 2024 — Inspection Report

##### Regulation 16 — Record in relation to pre-school service

- (k) One accident/incident form indicated that no first aid care had been given to a child following an accident where a child injured themselves, compromising the care of the child

- The following statement was received from the registered provider;
- (k) A staff meeting was held on 28 May 2024. Staff agreed that a detailed account of care given will be included on each form in the future. Two staff members will check to ensure that all care details are included. The new details have been included in the first aid policy

##### Regulation 23 — Safeguarding health, safety and welfare of child

- General Safety: (1) Garda vetting was available for all nine adults. However, one vetting disclosure was not dated within the previous three years in adherence with the Early Years Inspectorate Regulatory Notice ‘EYI- RN12.3 Renewal of Garda Vetting’. (2) A single use trampoline with a safety net was in general use on the day of inspection, posing a safety risk. The trampoline was later removed by staff. (3) There was a sharp, jagged corner on the edge of the changing plinth in the Caterpillar changing area. The inspector observed one child ascend the steps where their face was very close to the corner of the unit, posing a safety risk should a child come into contact with the jagged edge. - The following statements were received from the registered provider; General Safety: (1) The Garda vetting application was submitted, and the new disclosure has been added to the staff file. Management have compiled a list of expiry dates to ensure all certificates are renewed before their cease date. (2) The single use trampoline was removed on the day of inspection. (3) The changing unit was cut to size, sanded and safety corner protectors added to ensure the safety of the children. The nearby cupboard was removed to provide more room for the children to climb up and down the steps to the changing unit

##### Regulation not named in the report text

- (1) During a conversation with the registered provider at the opening meeting the service was found to be operating outside its registration status. The service is currently registered to operate from 9.00 am until 2.00 pm and was found to be operating from 8.00 am until 1.00 pm. Not ensuring this change had been updated on the national register does not allow for accurate service operation details to be retained and published by Tusla on the National Register. This inspection was unannounced and focused on the area of governance/ health, welfare and development of child and safety. The inspection may also focus on other areas as required. Inspection findings are documented in the inspection report which is first issued in draft format to the service with an opportunity to respond to any findings. Where statutory requirements are identified as not being met, the registered provider must demonstrate how they have rectified the non-compliance and will prevent any non - compliance from re occurring. The Corrective Action and Preventive Action plan (CAPA) will be used to inform decisions about compliance with regulatory requirements. Where the registered provider fails to meet the statutory requirements an escalation process may be commenced. The inspectorate reserves the right to edit responses received for reasons including clarity, completeness and compliance with administrative and legal processes. The contents of the report are compiled by the inspectorate body.
