Inspection of 10 March 2025 — Inspection Report

Immediate action notice. Non-Compliance Information (1) The service was operating outside its registration status on the day of inspection. An additional part time service was in operation from 11.30am to 13.30pm. The staff advised it was in operation since September 2024. This change in service provision was notified to the inspectorate’s registration department during July/August 2024 but the application was deemed incomplete as further information was required to complete the application that was submitted at that time.

Regulation 9 — Management and recruitment

  • (4) The student over the age of eighteen who was working directly with the children did not have a Quality and Qualifications Ireland (QQI) at Level 5 on the National Framework of Qualifications, Care and Early Childhood Education or a qualification considered by the Minister to be equivalent
Provider's corrective action:
  • On the 11/3/2025, 2/5/2025 and the 9/5/2025 the registered provider advised of the following. Corrective and Preventive Action The student remains working in the service under supervision and a new qualified staff member has commenced employment since March 2025

Regulation 11 — Staffing levels

  • (8)(a) No records were available to assess whether there were two staff working on the premises while the pre- school was operating
Provider's corrective action:
  • On the 1/5/2025 the registered provider advised of the following. Corrective and Preventive Action A sign-in-and-out sheet is available for all staff in the school; it was available in the staff room on a daily basis and the staff in the preschool sign the staff attendance sheet in the preschool service

Regulation 16 — Record in relation to pre-school service

  • (i) Details of staff rosters were not maintained in the preschool service. While it is acknowledged that one adult recorded her attendance on a daily basis, the second adult had no record of attendance, there was no evidence of the time of arrival to, and departure from the service, staff breaks, annual leave and substitutions in conjunction with the children’s attendance in the playroom
Provider's corrective action:
  • On the 1/5/2025 and the 12/05/2025 the registered provider advised of the following. Corrective and Preventive Action There is a staff sign in and out sheet in the staff room for staff to use on a daily basis in the school and the preschool staff sign the staff attendance record in the Naionra

Regulation 20 — Facilities for rest and play

  • 20(1)(b) There were no adequate facilities for the preschool children aged three to five years of age to take a rest or slee p during the operation of the part time service hours. It was acknowledge d that the registered provider purchased four stackable beds, linen and bedding for the preschool children following the inspection
Provider's corrective action:
  • On the 2/4/2025 and 1/5/2025 the registered provider advised of the following. Corrective and Preventive Action The registered provider contacted the Change in Circumstances office and the SOORS dept to inform them that they were no longer operating as a part time service. The equipment and materials purchased for sleep provision in a part time service is no longer required as the service will only operate as a sessional service going forward

Regulation 23 — Safeguarding health, safety and welfare of child

  • General Safety 1.Garda vetting was available for three adults. However, one of these vetting disclosures was not dated within the previous three years in adherence to the Early Years Inspectorate Regulatory Notice ‘EYI- RN12.3 Renewal of Garda Vetting’ on the day of inspection. The service demonstrated compliance with the Early Years Inspectorate Regulatory Notice requiring services to renew Garda vetting every three years for two of the three adults working in the service
Provider's corrective action:
  • On the 1/5/2025 and 9/05/2025 the registered provider advised of the following. Corrective and Preventive Action An up-to-date Garda vetting has been obtained and a copy has been placed on file in the preschool

  • On the 2/4/2025 and 1/5/2025 the registered provider advised of the following On the 19th of March 2025 SOORS department acknowledged contact had been made with the preschool service. On the 20th of March 2025 The registered provider responded to SOORS, and a decision was made to revert to the registered sessional service. The operation of the part-time preschool service has ceased. On the 2nd of April 2025 The Change in Circumstances Office acknowledged the registered providers decision to withdraw the application for a part time service
