#### Inspection of 10 December 2025 — Inspection Report

##### Regulation 23 — Safeguarding health, safety and welfare of child

- General Safety 1. There were sharp edges on the corners of two of the raised planting beds, posing a potential safety risk. 2. The goal post in the outdoor play area was not anchored, and the netting was ripped which could pose a potential safety risk. 3. A storage press containing cleaning products in the junior ECCE room was not secured and a cleaning spray was stored within child reach in the Junior ECCE full day care room posing a potential safety risk. 4. There were four wall mounted chalk boards in the outdoor area which were broken/cracked and could pose a potential safety risk. 5. A play washing machine and plastic sink from the play kitchen in the junior ECCE room were broken with sharp edges exposed which pose a potential risk of injury to a child. It is acknowledged these items were removed on the day of inspection. The door on the play kitchen in the junior ECCE room was not secure. 6. An electric cable in the hallway between the junior ECCE room and the senior ECCE room was not securely attached to the wall and could pose a potential safety concern. 7. There was a black cable on the artificial grassed area, posing a tripping hazard. 8. In the senior toddler room, a section of the roof on the doll’s house was broken 9. A bag of coal was used to cover a drain in the outdoor area which could pose a potential safety concern. Infection Control: 10. The water temperature taken from the hot tap was only 12.5°C in the junior ECCE full day care room. 11. A section of the child sized couch in the senior toddler room was ripped which could prove difficult to effectively clean. Action submitted by the Registered Provider

- General Safety: The registered provider submitted a written response to advise 1. The planting beds have been rounded and they are sourcing covers to cover the planting areas 2. Specially purposed sandbags have been attached to the goalposts adding weight to prevent movement. Goal post nets have also been attached to the goals posts and made secure. Added goal posts to the outdoor risk assessment – sand level and nets to be checked during the outdoor assessment 3. Labels have been placed on presses containing cleaning products and door locks have been purchased and fitted to ensure they are inaccessible to the children at all times. Spoke with staff about the importance of safe storage and dangers of cleaning products – memo also sent to all staff with reminder to keep cleaning presses locked and secure. 4. All chalkboards have been removed from the fences in the outdoor area. 5. The broken items have been removed, and the door of the play kitchen has been secured. Discussed with staff the need to remove broken toys in line with our health and safety policy – broken items need to be reported to manager and discarded of. Also included within staff memo 6. The electric cable in the hallway between the junior ECCE room and the senior ECCE room has been removed. 7. The black cable has been pulled onto the gravel area and covered over with stones. Cable/fence area added to outdoor risk assessment for continual checks to take place and ensure grass area free of debris 8. The section of roof on the dolls house in the senior toddler room has been repaired. Cleaning sheets adapted to include reporting of broken/damaged play materials to manager 9. A drain cover has been fitted to the downpipe and secured to the wall, the bag of stones have been removed. Infection Control: 10. Temperature corrected at mains switch; water running at warmer and more appropriate temperature. 11. The couches have been repaired, and machine washable covers have been added to the couch also and this can be removed for cleaning. Cleaning sheets adapted to include reporting of broken/damaged materials to manager – checked weekly

##### Regulation 16 — Record in relation to pre-school service

- The seven weekly staff rosters sampled and were reviewed on the day of inspection, did not indicate that there was a named designated person in charge or deputy available on the premises when the pre-school children were present. The five attendance records reviewed captured the staff member’s first name only. The records did not account for the relief staff members’ times for break /meal cover. It was observed that on some dates the staff did not record their finishing time. The five attendance pre-school record books reviewed were incomplete to advise if the adult child ratios were adhered to, during the hours of operation

- On the 12th of July 2024, the person in charge advised of the following; Corrective and Preventive Action
- Management have updated the staff rota to include, the name of the person in charge and deputy available on the premises at all times. The staff roster books have been reviewed and completed fully- to include the full names of staff on site, the inclusion of the relief staff person/s to cover break / lunch cover. A separate roster book for management has been introduced for staff to sign in and out. Management have reviewed the service procedure on the sign in and out of staff. This procedure will be shared and implemented for new and current staff on a regular basis. Management have advised all staff that this is mandatory. The room leaders will be assigned responsibility for overseeing the rota in their respective rooms. This will be monitored by management to ensure it is being implemented appropriately on a weekly basis

##### Regulation 23 — Safeguarding health, safety, and welfare of child

- General Safety: 1. Garda vetting was available for the fifteen staff members. However, the renewal date for two staff member vetting disclosures was not dated within the previous three years in adherence to with the Early Years Inspectorate Regulatory Notice ‘EYI-RN12.3 Renewal of Garda Vetting’. 2. There were sharp edges on the corners of two of the raised planting beds, posing a potential safety risk. 3. The goal post in the outdoor play area was not anchored and could pose a potential safety risk. Infection Control: 4. The water temperature taken from the hot tape ranged between 15.3°C to 16°C in the Butterfly room, the Fairy Garden room, and the Rainbow room. It is acknowledged that the person in charge advised the water heating system had been switched off. Safe Sleep: 5. The quiet rest areas in the Butterfly and Fairy Garden rooms were inadequate and not conducive to facilitate a child to rest or relax. There were two child sized chairs and cushions provided to facilitate relaxation for five children (Butterfly room) and six children (Fairy Garden room). This non-compliance was previously noted on the last inspection 8th and 9th of June 2023. Action submitted by the Registered Provider On the 12th of July 2024, the person in charge advised of the following;

- General Safety: 1. Garda vetting has been renewed for the two staff. Staff files have been updated to include a garda vetting review check date. This will ensure management are reviewing Garda vetting checks yearly, e.g. at the start of term for all staff. This will ensure that the staff and management vetting will be kept updated. 2. The planters have been redesigned into new areas of interest for the children to support development and play - the sides are fully covered with an impact absorbing surface. The impact absorbing surface has been secured around the planter boxes. This area has been added to risk assessment outdoor sheet. 3. The goal posts have been filled with sand and stones to anchor them in place. Management have tested that the posts are now secure and will not cause a risk to children. The introduction of an updated outdoor risk assessment will include a weekly maintenance check for all equipment and furniture in outdoor area. Infection Control: 4. The water immersion is turned on each morning and again at lunchtime to ensure that warm water is available throughout the day as part of infection control. An alarm clock has been put in place to remind the kitchen staff to turn on the immersion to keep the water warm throughout the day. Safe Sleep: 5. The rest areas in Butterfly and Fairy Garden rooms have been reviewed and updated to include a bigger area for children to avail of relaxation and quiet time. The service has engaged with a support organisation to development the physical and material environment
